Arben Rakipi, head of the School of Magistrates and one of the main drafters of the new draft Criminal Code, which has sparked a wide public and institutional debate, recently spoke in an interview with RTSH about his role in the justice system, describing himself as a model figure who influences with his personality and character.

Asked by the journalist about how he affects the system and about his acquaintance with the leader of SPAK, Rakipi said:

"I influence the system because I am a model to follow, because of the high integrity that my personality maintains in decision-making, the high professional skills I have, the great compassion for the victims, the humanity that accompanies me all the time, the great patriotism that characterizes me and the endless love for this country and for the justice system. And it would be smart, wise, useful to anyone who follows me. I want to present myself as such without gloves, so that all the bad guys or malicious people do not get tired in vain to change me, or to blackmail me, or to remove me from this pedestal on which I have been put by work, energy, sacrifices I have made and colleagues who know me."

The self-praising tones of a lawmaker do not suit the stature of an old official of the Albanian state, given that one cannot place oneself on a "pedestal", while laws should not be built on certain characters or figures, but on the principles of equality before the law and respect for international standards.

The new draft Criminal Code, which Rakipi has contributed to drafting together with the Minister of Justice, Ulsi Manja, has been at the center of criticism from lawyers, civil society and international actors.

We remind you that the Delegation of the European Union in Tirana has issued an official statement where it emphasized that it has not participated in the drafting of this code, underlining the lack of involvement and transparency with international partners in such a sensitive and fundamental process for the justice system.
