In this abandoned apartment, 28 years ago, the women of the Toska family experienced an unimaginable horror. After the funeral of their brother, Gazmendi, thirsting for revenge, at around 2:00 PM on April 15, “Mandela”, together with his brother Astrit Peqini and “Murrashi”, go to Arjan Toska’s apartment. The three of them open fire for several minutes, terrorizing the women and children inside.

"In 1997, no one had a problem committing a criminal offense due to the lack of state authority. But the people who were convicted in the 1990s and released in 1997 were characterized by extraordinary severity," said professor Kreshnik Myftari.

"The end of these was a bitter end for everyone, it was not that anyone enjoyed the illegal activity they carried out during that period. They ended up mainly in prisons, cemeteries," said lawyer Alban Qafa.

After the barrage that poured towards the building, the gang did not stop. They entered the apartment. Arjan's wife, Lirie Toska, appeared in front of them, who begged them with the words: "Don't shoot, we are all women and children". Eduart and Astrit Peqini opened fire, wounding her in the stomach and leg. On the other hand, "Murrashi", shot at Arjan's sister-in-law, Nexhmie Toska, wounding her in both legs.

After this moment, Arjan's mother, Shega Toska, takes the young children and goes up to the third floor of the building asking for help. At this moment, "Mandela", "Pelo" and "Murrashi" set the apartment on fire, burning everything inside.

This is Arjan Toska's apartment, abandoned for 28 years, where even today an atmosphere laden with sadness from the consequences of a past time is visible. After this moment, Eduart Peqini, in addition to his 4 brothers, gathered behind him many people close to him.

This group was called "Mandela's Gang", and the members of the group were called "Mandels". On the other hand, Arjan Toska, after settling in Cërrik, grouped and organized with other people, forming the so-called "Cërrik's Gang".

Mandela didn't even spare his cousin, after killing him he burned his body in the middle of the city.

Two weeks after the murder of Gazmend Peqini, on April 29, 1997, Eduart Peqini ordered "Murrashi" and his other brother Vladimir to head to Cërrik and carry out an assassination attempt on his uncle's son Enver Peqini. Mandela considered him the cause of the tragedy and the war between the gangs.

Ata i bënë pritë në Cërrik dhe qëlluan mbi të. “Kanë pasur konflikt me kushërinj të parë të tyre. Pas ngjarjes, ku u sulmuan gardistët kanë qenë të vetmit që kanë hyrë në Cërrik dhe kanë bërë luftë me bandën e Cërrikut, pikërisht në hyrje të Cërrikut, ku janë ato dy pallatet e parë”, u shpreh avokati Alban Qafa.

“Po konfliktet mes grupeve kriminale shpeshherë janë banale, nuk është se ka ndonjë arsye madhore sepse nëse janë arsye madhore , ato kanë kapacitetin ti zgjidhin. Arsyet banale pastaj, kush është më i forti, kush është më fodulli ose motive të tjera të ngjashme, padiskutim i marrim si provokim”, u shpreh Kreshnik Myftari, pedagog i Drejtësisë.

Hakmarrja nuk u ndal këtu. I pakënaqur vetëm me vrasjen, Eduart Peqini urdhëroi që trupi i pajetë i kundërshtarit të tij të rrëmbehej nga morgu. Njerëz të “Mandelës”, zbatuan urdhërin e tij. Pasi tërhoqën trupin nga morgu dhe e transportuan drejt lagjes “Tabakane”. Furgoni me viktimën pritej nga vëllezërit Eduart, Astrit, Vladimir e Agron Peqini. Ata morën trupin e pajetë të Enverit, dhe çuan në vendin ku ishte vrarë vëllai i tyre Gazmendi.

Në një akt makabër, e spërkatën me benzinë dhe e dogjën tërësisht. Në këtë vend, qëndroi për disa ditë kufoma e djegur e Enverit, duke dhënë një mesazh të qartë për armiqtë e “bandës së Mandelës” se të gjithë do kishin fundin e djalit të xhaxhait të tyre. Ata, nuk kursenin askënd...!

Nga torturat te vrasjet për shënjestër, seria brutale e bandave të Elbasanit

Pas kryerjes së ritualit të 40-tave të vëllait të tij Gazmendit, Eduart Peqini, mbledh rreth 15 anëtarë të grupit dhe vendos të niset drejt Cerrikut për të eliminuar Arjan Toskën.

Me të hyrë në Cërrik, grupi i Arjanit, pasi sheh se po vinin kundërshtarët, qëllojnë në drejtim të tyre. Për disa orë anëtarët e të dy grupeve për shkak edhe të errësirës kanë qëlluar kuturu. Nga përplasja me armë mbetën të vrarë dy anëtarë të grupit të “Mandelës”, mes të cilëve dhe nipi i Myzejen Peqinit, nënës së “Mandelës”.

Në orët e para të mëngjesit, grupi i Eduart Peqinit tërhiqet duke lënë pas viktimat. Arjan Toska, i mban si trofe trupat e lëna në shesh betejë  nga ‘banda e Mandelës’ dhe refuzon kthimin e tyre,

Por, “Mandela” vihet në lëvizje dhe rrëmben njerkun e Toskës, Petrit Kumrian. Ai e mban në këtë banesë, e cila ishte shtëpia dhe baza e bandës së Eduart Peqinit. Kumria u torturua për ditë me radhë në bodrumin e banesës. Por, sërih Toska refuzoi kthimin e kufomave duke detyruar “Mandelën”, të eleminojë  njerkun e tij. Ai u dërgua në bregun e Shkumbinit nga Vladimir Peqini, Dashamir Bristi dhe tre persona të tjerë.

"It was a chaotic situation, where many crimes, if you think about it today, are illogical, and these generations who were born after '95, if they listen to you, will tell us that you were not the people who committed these actions because everything is beyond human logic," said lawyer Alban Qafa.

After these events, the "Mandela Gang" became the terror of the area. The group began robbing citizens. They would appear at a checkpoint on the city ring road and at another checkpoint in the "Miraka" area, near the tunnel.

"The robberies took place in the Miraka tunnel, where they robbed freight and passenger vans. These had the lowest level of robbery, as they also robbed people's wallets," said lawyer Alban Qafa. 

After the clash with the "Cërriku Gang", the "Mandelas" became known in the cities for the aggressive way they operated. They were involved in dozens of other crimes. They robbed hundreds of vehicles and citizens, but law enforcement agencies managed to solve only one case, leaving most of the robberies unsolved.

Defendant D. L, unmasked, signaled them to stop and get out of the car, pointing his weapons at them. The witnesses got out of the car in fear, while defendant D. L took 40,000 lek and his watch from Xh. P's pocket, and 70,000 lek from M. B's pocket.

In addition to the robberies, the gang also committed two random murders of people with whom they had no conflict. In one case, one of the gang members shot from the balcony of an apartment near the customs office towards the olive grove, killing a person without any motive. So, he was testing his shooting skills on an innocent man.

Meanwhile, another was executed after disobeying a checkpoint set up by gang members, who opened fire on his vehicle.
