Through the report for 2023, the Special Prosecutor's Office has clearly identified the extent of Albanian criminal groups throughout the world's drug trafficking markets. They are positioned in South America, while the map of their activity is expanding to the criminal markets in the Middle East where they provide "cocaine", "heroin", "marijuana" and "novelty", to be trafficked towards Albania. North Macedonia, Greece, Italy and other EU countries.
In the SPAK report, it is stated that the Albanian criminal groups are positioned quite well in some South American countries, even managing to compete with local criminal organizations.
Not only that, they seem to have succeeded in corrupting and gaining access to high levels of government, corrupting segments of law enforcement agencies, and creating effective defense mechanisms.
And while France has been used as a place of refuge by leaders of important criminal organizations, who are hiding from criminal prosecution in Albania, in Spain criminal groups are investing the money received from criminal activity.
Germany is being used as a destination for mixing hard drugs. An important trend is the extension of the activity of these groups in Scandinavian countries such as Denmark, Norway and Sweden.
It is noted that the Port of Durrës is also being used by criminal groups from North Macedonia for the trafficking of significant amounts of cocaine to Italy and then to other EU countries.
Part of the SPAK report
South America
As mentioned above, the criminal groups are positioned in South America where then, through connections with the Albanian criminal groups active in the criminal markets of the EU, Great Britain and the Western Balkans, they manage to export significant quantities of narcotics and of a high quality for Albanian groups, but also those of other nationalities. These criminal groups have managed to position themselves quite well in some South American states and domestic criminal organizations are also successfully competing. It is noted that Albanian criminal groups have managed to corrupt and gain access to high levels of government, to corrupt segments of law enforcement agencies and to create effective protection mechanisms.
The European Union
Albanian criminal groups are quite active in the narcotics trafficking markets in the EU, mainly in the trafficking of cocaine, heroin, marijuana and hashish, but also in other criminal markets such as the trafficking of smuggled goods and conducting transactions through of computer fraud (call center).
Italy
Albanian criminal groups are active in almost all regions of Italy, and from investigations conducted in cooperation with partner agencies, during 2023 criminal activities were identified, which were carried out in Puglia, Tuscany, Lombardy, Piedmont and Friuli-Venecia Giulia.
Benelux
Even during the year 2023, activities of Albanian criminal groups in Belgium and the Netherlands have been recorded. What is noticed is that these groups are related to or are extensions of Albanian criminal groups, which are resident in South America and use the ports of the Benelux area to then traffic cocaine to the EU and Great Britain. It is also noted that Albanian criminal groups continue to be active in growing cannabis plantations, mainly in Belgium, in the Saint-Josse-Ten-Noode and Antwerp areas. In the Netherlands, Albanian criminal groups are more active in Rotterdam, also because of the largest entry port in the Benelux.
France
According to the investigations completed in 2023, an Albanian criminal group with an organized and sophisticated structure was identified, which operated in the territory of France and Albania in the trafficking of smuggled goods and money laundering. The structure of this criminal group shows that the criminal markets in France are also of interest to Albanian criminal groups. It is noted that the territory of the French state has also been used as a place of refuge by leaders of important criminal organizations, who have been hiding from criminal prosecution in Albania.
Spain
Another EU country where Albanian groups have been active is Spain. During the year 2023, Albanian groups were identified mainly involved in cannabis traffic and in the field of conducting transactions through computer fraud. Spain has also served as one of the key points for the movement of cocaine from South America to the criminal markets of the EU. Mainly Albanian groups guarantee the bringing of quantities of cocaine from Ecuador to the ports of Spain, (eg the port of Algeciras), hiding it in loads of different products (eg exotic fruits, bananas, fish, etc.). Spain is one of the countries where Albanian criminal groups, in cooperation with other criminal groups, are investing in the cleaning of criminal products.
Germany
Albanian criminal groups are active in the trafficking of narcotics and mainly cocaine. It is underlined that Frankfurt airport is one of the gateways for the quantity of cocaine. Germany, in addition to the import of cocaine and heroin, continues to serve as a destination for mixing hard drugs, which are then trafficked throughout the EU. It is also noted that German citizens are among the main victims of the criminal activity of transactions through computer fraud.
Scandinavian countries
An important tendency of the extension of the activity of Albanian criminal groups in the EU is the Scandinavian countries. The Albanian criminal groups in these countries are poly-criminal, but more focused on the trafficking of narcotics (cocaine and marijuana) by settling in one of these countries, such as Denmark, and then extending their activity to the criminal markets. of Norway and Sweden. Mainly, the management structure of the groups operating in these markets is hierarchical and based on family and social ties who have decision-making functions in the organization and supervise other members with secondary roles.
Great Britain
Albanian criminal groups have considerable activity, mainly in the field of cocaine and cannabis trafficking in Great Britain. It is thought that some of these criminal groups can be considered among those groups that have a very important influence on the cocaine market in this country. In recent years, Albanian criminal groups have also been involved in growing cannabis in the so-called "grass houses", where a significant number of young people belong. What has been noticed, from the cases followed by the Special Prosecutor's Office, is the increase in the use of violence by criminal groups involved in the cultivation of cannabis, either in the case of robberies, but also in the case of laundering accounts.
Middle East
It is noted, a trend of Albanian criminal groups in expanding their map of criminal markets in the Middle East as well. Thus, in at least one case, the investigations showed that the Albanian criminal group had secured "cocaine", "heroin", "marijuana" and "novelty", in Syria, Turkey and other countries of the Middle East, in order to traffic them more back to Albania and from Albania to North Macedonia, Greece, Italy and other EU countries.
The region
Albanian criminal groups are using several ports as key entry points for cocaine, which comes from Latin America to enter the region and then be transported to the EU. In the investigations of 2023, it was found that cocaine comes in containers hidden in different loads, such as "organic fertilizer", which is transported from Colombia through the Port of Piraeus, in Greece, towards the Port of Tivar, in Montenegro. The loads are brought into Albania through land transport, to be picked up by the persons specialized for the transportation and storage of cocaine, to extract it, while maintaining maximum purity. It is noted that the Port of Durrës is also being used by criminal groups from North Macedonia to traffic significant amounts of cocaine to Italy and then in other EU countries. The development of new cocaine routes through Albania by North Macedonian criminal groups shows that lines that were once known as heroin traffic routes are being used for this traffic.
