The Tirana Prosecutor's Office sends to court the businessman Julian Morina, known as Lul Morina, and the Company 'Xeluks Construction'

The Prosecutor's Office at the Court of First Instance of the General Jurisdiction in Tirana completed the investigations and sent the citizen Julian Morina and the Company "Xheluks Construksion" shpk to trial for the criminal offense of 'Illegal construction' provided by Article 199/a/4 of the Criminal Code.

During the investigations on several criminal proceedings registered for this citizen and the company he manages, for the period 2021-2024, it was established that this company exceeded the construction permits obtained for residential buildings and services in several cases.

More specifically, the Prosecutor's Office at the Court of First Instance of General Jurisdiction, Tirana, proved that at Liqeni i Thaë, in Farka, the company 'Xeluks Construction' was provided with a construction permit for the residential building and services 1,2,3,4, 5 and 6 floors with 2 and 3 floors under the ground and in excess of it has added construction area and additional volume of 2500m2. Meanwhile, from the inspections on the ground, a completely new building with 7 floors and two underground floors, built without a building permit with an area of ​​4622 m2, was found. The entity exceeded the construction permit in other buildings in this area, creating an additional area in height and volume of about 3065.8m2.

In the same way, the prosecution administered the technical expertise in relation to the works carried out by this company in St. Elbasani, from where it turned out that some of them have gone outside the approved permit. In the building "Residential and service building" 4,5,6 and 7 with 2 parking floors on Rr. In Elbasani, a building addition of 5866.88m2 was registered.

At the end of the investigations, the prosecution estimates that citizen Julian Morina. must answer before the law for the illegal constructions carried out by the company 'Xeluks Construction' shpk and for exceeding the construction permit with a total area of ​​15.974.88m2.

The investigations proved that the elements of the Criminal Offense of 'Construction without permission provided by Article 199/a/4 of the Criminal Code have been consumed by the company 'Xeluks Construction' and the citizen Julian Morina.
