After a decade of prohibition, hunting will be allowed in Albania after the parliament approved with 80 votes in favor the new draft law "On Hunting", which provides for the permission of this activity in certain areas, while the moratorium had ended in August of this year.
Hunters will initially only be Albanian citizens, those who have reached the age of 25, who have a licensed weapon and who are equipped with a hunting permit.
According to the draft law, the status of a hunting area will be removed for reasons of national security, rural development needs, when there is misuse, and when the contract with the tenant is not implemented.
The new legal basis provides that in cases where animals that are not part of the list are hunted in prohibited areas or when a hunting permit is missing, the fines are hefty and range from 500 thousand lek to 1 million and 300 thousand lek.
The Ministry of Tourism and Environment has issued for public consultation the new legal draft, which determines that the right to be a hunter will initially be granted only to Albanian citizens over 25 years of age, equipped with a licensed weapon and a special hunting permit.
According to the draft law, the status of a hunting area can be removed for reasons of national security, rural development requirements, cases of misuse or non-compliance with the contract by the lessee.
SP MP Erion Braçe strongly opposed the draft law on hunting while criticizing the definition of traps to catch animals.
Braçe also raised concerns about safety distances, saying that 300 meters away from schools or residential areas is not enough, especially when hunters may not have the proper experience.
There was also criticism of the minimum age for hunters, which is proposed to be 25 years old.
"Imagine a bird that is caught in this way with a trap, who is the animal here? How can hunting be 'aesthetic'? How can those that come from hunting be called 'aesthetic products'? How can a shot, bloodied bird be aesthetic? How can they be called that? I'll go further: the definitions state that hunting areas should not include economic, sports and religious centers and should be 300 meters away from them. If it is a hunter without a permit, do you understand what can happen 300 meters away from a school? For protected areas, the distance is only 200 meters. This does not guarantee anything. A hunter is considered a natural person, Albanian or foreign citizen, who has reached the age of 25. You have these 25-year-olds in shooting ranges, training to shoot at a target, and now you give them rifles to train with live targets, which are animals. This age "25 years is no longer valid, you can't become a hunter at that age, because tomorrow you have a crime contingent," he said.
