Dumani: 3 turbulent years, special prosecutors should be given the opportunity
Altin Dumani

On December 18, Altin Dumani closed the 'chapter' at the head of the Special Prosecution Office, to hand over the baton to Klodian Brahos, who was elected chief prosecutor just 1 day earlier with 7 votes from the KLP. In a conversation with students in the city of Durrës, the head of SPAK said that it was an honor to have led this institution for 3 intense and intense years.

"I am a prosecutor like all other prosecutors, who gave me the opportunity in 2022 to lead this institution. It has been an honor for me to lead it in these 3 intense, intense years, but that is how I have led my career, I am in my 26th year as a prosecutor and I also worked as a judicial police officer for a year," said Dumani.

He listed the successes of the Special Anti-Corruption Prosecutor's Office, emphasizing that no one is above the law.

"SPAK is a consolidated institution, it has the necessary maturity. The prosecutors have the necessary integrity, the necessary professionalism and these are the guarantees that make me optimistic about the future of the institution and I believe that it will be very successful."

"No one is above the law, SPAK has filed charges against high-level officials, from the highest officials to mid-level and low-level officials, SPAK has also filed charges against mayors, prefects, judges, prosecutors, State Police officials, general secretaries," said Dumani.

Although he is leaving as chief prosecutor, Dumani once again raises his voice for the 9-year mandate of special prosecutors, whom he says Albania cannot afford to lose. Dumani is calling for legislative changes to give them the opportunity to run for re-election at the end of their mandate, emphasizing that by 2028, the mandates of 12 special prosecutors will expire, and this would create a vacuum in the system.

"In 2028, the mandate of 8 or 9 prosecutors expires at the same time. Within 2026, the mandate of 4-5 others will expire. So 11 or 12 special prosecutors will no longer be part of SPAK, a very large gap will be created. A lot has been invested in these prosecutors by the Albanian state, international partners, for their professional development, but also in terms of their integrity. Their removal would bring anomalies. We do not have the luxury of removing prosecutors who are professionals with integrity and have shown it with their work. We have not requested automatic renewal of the mandate, but the opportunity to re-nominate. Re-nomination is open. Special Judges do not have a mandate", emphasized Dumani.

The head of SPAK says that they have often faced political pressure, but this does not affect their decision-making in any way.

"The political pressure on SPAK has been public, it has been frequent, but the special prosecutors have the maturity and integrity to withstand these pressures. We do not like to face these public, political pressures, but it is our duty to face them and not be influenced in our decision-making by political pressures. SPAK has grown to resist political pressures and the prosecutors have investigated uninfluenced by these pressures, but have been guided by the law and evidence," Dumani continued.

Altin Dumani, who succeeded Arben Kraja, the first head of the Special Anti-Corruption Structure, will now be a prosecutor at SPAK, until 2028, when his 9-year mandate ends.
