To inaugurate projects ahead of schedule, when in fact the works have not yet been completed.

Such is the case of the Arbri road, an axis that is expected to significantly shorten the distance between Dibra and Tirana, whose works are still ongoing.

According to the concession contract signed with the Gjoka company in 2018, the work was expected to be fully completed in April 2022, but the problems and complexity of the Murrizi tunnel have caused the government to postpone the deadline for another 17 months, bringing its completion in September of 2023.

This postponement decision was not announced at the time it was taken, but a few months later when the Minister of Infrastructure was called to the Assembly to give explanations.

The dream of the people of Dibran to cross this completed road without any obstacles seems even more distant. The promises for its construction date back decades, while the works for this axis started during the Berisha government in 2008.

Since then, the lack of funds and a consensus between the parties has turned this into a complex work that does not stop receiving funds from the budget.

Recently, 20 million euros have been tendered for the slopes in its two segments, Shkalla e Tujani and Plani i Bardhë. However, these costs are not charged to the concessionaire who is building the road, as the Albanian Road Authority has found a solution by opening 4 other tenders won by other companies.

Earlier, the government granted another fund of additional 20 million euros to cover the defects and to complete the works in Murrizi Tunnel.

The concessionaire failed to open the tunnel and has built an alternative route in a very mountainous area which during the winter is blocked by both landslides from rain and snow and ice on frosty days.

The Arbri road has turned into a road that never ends and that every year swallows millions of euros from the money of Albanians, Tch reports.
