Today, the second trial session on the merits is being held for the mayor of Tirana, Erion Veliaj, his wife, Ajola Xoxa, and 28 individuals and companies involved in this case.

In the first substantive hearing that took place on March 9, Veliaj managed to secure a victory after the GJKKO finally accepted his repeated request to receive all the acts of the investigative file.

He did not appear at this hearing and was represented by the appointed lawyer, Valentina Teodorescu. Through a statement, Veliaj claimed that the preliminary hearing had not yet taken place and, according to him, the process could not be at the trial stage on the merits.

Just one day after the approval of his request by the GJKKO, SPAK, through agents of the National Bureau of Investigation, handed over 28 thousand pages from the 72 files of the file, in function of his right to effective protection.

In addition to Veliaj, his wife, Ajola Xoxa, was also absent from the first session on the merits, represented by lawyer Maks Haxhia, who informed the court that she is pregnant and the doctor has prohibited her from moving for health reasons.

Also absent, but represented by lawyers, were the other defendants, Klotilda Bushka, Meriman Palushi, Fatmir Bektashi and Sokol Kryeziu. The only defendant who physically appeared at the hearing was businessman Elman Abule, who stated that he will be present for the remainder of the trial.

The Special Court decided to transfer the file in charge of Erion Veliaj, his wife Ajola Xoxa, and 28 individuals and companies part of the same file to trial on February 9. The Mayor of Tirana has been in custody since February 10, 2025, while SPAK sent the request to transfer the file to trial 5 months ago.
