Who is the retired Salillari worker who received the 60 million euro concession

Welcome to the Triport of Vlora, where the new commercial port is being built that was intended to bring development and serve as a hub for goods and passengers, but which apparently ended up bringing private benefits and many public questions. But let's start from the beginning.

On August 10, 2021, the Ministry of Infrastructure and Energy announced the concession: "For the design, construction and maintenance of the "Integrated Port" at Triport Vlora. The companies that participated in this tender were these three (doc), but the winning bid was the merger of these 5 entities: Agbes Construction which owned 33% of the shares, Besta 30%, Arconstudio 25%, ITE Group 8% and Premium Construction & Maintenance 5%.

According to the offer, this consortium of companies would build the new commercial port of Vlora with their own money and in return the government would pay them 60 million euros in installments over 7 years, immediately after the completion of construction. At first glance, everything seemed ok.

A month after signing the concession contract, the 5 companies created the company: Vlora Harbor Construction and Maintenance, but immediately after its establishment, things took a different turn. In September 2022, Agbes Construction, which was also the largest shareholder of the concession, sold its shares for 100 thousand euros to the company Premium Construction & Maintenance.

A month later, another shareholder leaves. Arconstudio, who sold 25% of the shares for 2,500 euros. The buyer was again Premium Construction & Maintenance. A short time later, another shareholder leaves, Besta, who sold 30% of its shares for only 3,000 euros.

I believe you can guess the buyer by now... Premium Construction & Maintenance, which with the 3 purchases became the owner of 92% of the shares for a total purchase price of 105 thousand euros. 8% is owned by ITE Group.

But let's stick to Premium Construction & Maintenance, which from the name sounds like a serious international company, but from a simple search in the national business center, it turns out that this company has an initial capital of only 10 thousand lek and, coincidentally, was founded only 2 months before the announcement of the concession tender.

But who owns this prestigious company?

According to official documents, it turns out that Hektor Agalliu, born in 1975, currently retired, originally from Terpan, Berat, is also a simple worker at the Salillari firm.

So, it turns out that he is a man with no experience in construction, no staff, no tools, no business history, but apparently, with something that is worth more than anything else in Albania: the right connections.

The question arises: Who is the real owner of this 60 million euro project?/ Source: The investigative show Piranhas on Syri TV
