Forum on Ozone and Climate in Tirana

The Second Annual Forum on Ozone and Climate took place today in Tirana, an activity that aims to strengthen Albania's commitments to protecting the ozone layer and reducing greenhouse gases.

At the event organized by the Ministry of Environment and the National Ozone Unit, in collaboration with the United Nations Industrial Development Organization (UNIDO) and the United Nations Environment Programme (UNEP), policymakers, experts and technicians from the refrigeration sector gathered to discuss Albania's obligations under the Montreal Protocol and the European integration process.

Minister of Environment, Sofjan Jaupaj, stressed that Albania is moving rapidly towards full compliance with European Union standards, within the framework of Chapter 27 – Environment and Climate Change. He focused on the new legal measures for the control of HFC/HCFC refrigerant gases and the commitment to prevent their release into the atmosphere at the end of the life of refrigeration equipment.

A very important element of this framework is the determination that the processes of recovery, recycling, regeneration or destruction of fluorinated greenhouse gases are carried out only by persons and entities that possess the relevant certificate. It is important to emphasize that the certification is carried out in accordance with European Union standards. This standardization ensures technical professionalism, environmental protection and safety for the health of employees and consumers. Through these reforms, Albania is preparing to move forward in the negotiation process for Chapter 27 - Environment and Climate Change. Our legal framework for fluorinated greenhouse gases and ozone-depleting substances will be further aligned with the new EU regulations, creating the foundations for a sustainable economy and a market that functions according to European standards,” said the Minister of Environment, appreciating the contribution of the National Ozone Unit in this process.

Deputy Minister of Infrastructure and Energy, Enkelejda Muçaj, underlined the importance of energy efficiency as one of the main pillars of emission reduction and climate protection. She emphasized that in order to achieve national and European objectives, it is essential to strengthen cooperation between institutions, especially between the Ministry of Energy and the Ministry of Environment.

Participants addressed the country's challenges and priorities in implementing the 3R system - Recovery, Recycling and Reuse of refrigerant gases, a new practice for Albania and a key requirement of EU legislation for the reduction of gases with high global warming potential.

During the discussions, the need for:

• strengthening the legal and sub-legal framework for the administration of quotas and licenses,

• providing technicians with mandatory training and certification,

• investments in equipment for gas recovery and recycling,

• stopping the release of HCFC/HFC gases into the air at the end of the life of refrigeration equipment,

• Review of the law on refrigerant gases and further approximation with European Union standards.

• increased control for economic operators

Representatives of UNIDO and UNEP appreciated the progress Albania has made in line with international commitments, promising continued technical support in the transition process towards clean and efficient technologies.

Representatives of UNIDO and UNEP praised Albania's progress, emphasizing its respect for international standards and the country's readiness to move forward with modernization projects in the refrigerant gas sector.

They confirmed support for the training of RAC technicians and the enhancement of capacities for recovery, recycling and regeneration.

One of the main conclusions of the Second Annual Forum on Ozone and Climate was that the implementation of the 3Rs in the refrigerant sector is a necessary step for European integration, climate protection and ensuring a modern and safe refrigeration equipment market in Albania.
