An ordinary morning in Shkodra.

The time is 07:00, August 10, 2018. A small bar, an ordinary cafe owned by Sokol Lici.

Sitting there was his brother, following his daily routine, unaware that the last minutes of his life were being counted.

It is Fatbardh Lici, a name that for the northern city is not a simple individual, but a link in the bloody chain of a never-ending revenge.

Security footage shows a Mercedes-Benz approaching silently. A man steps out of the passenger door with a quick, calculated movement.

Within seconds, volleys of bullets pierce Lici's body, leaving him lifeless.

The execution is clinical: no hesitation, no mistake . The killers return to the car and leave like ghosts, disappearing from sight after a well-organized operation.

SPAK: The threads of the crime lead to Safet Bajri and his girlfriend, Eria Ago

In the voluminous SPAK file, a surprise name emerges: Eria Ago, the girlfriend of Safet Bajri, one of the main figures in the criminal world in Shkodra.

Her name is not mentioned in the classic role of "escort", but as a character with a key role in the murder mechanism. She is the main suspect as the driver of the car that transported Fatbardh Lici's killers to Shkodra and then helped one of the executioners flee towards Tirana.

Eria Ago turns out to be the owner of a shop in the Myslym Shyri area of ​​Tirana and was arrested by police a few days after her partner Safet Bajri. She is being held in the women's prison in Pojska, Pogradec, while she has denied the charges of participating in the murder.

According to wiretaps and phone records, 20 minutes after the murder, a phone conversation confirms the presence of Eria Agos at the wheel of the 'Benz' with license plate AA 989 TE. In the car are Safet Bajriti, her lover, and Astmer Bilalit, another criminal figure, part of what is called the Bajra gang.

"The fact that Astmer Bilali and Safet Bajri traveled in the same car driven by the latter's girlfriend, towards Shkodra, in the early morning hours of August 10, is also proven by security camera footage in various locations where they traveled."

After the execution, Safet Bajri stays in Shkodra. Astmer Bilali burns the car and leaves, the phones are hidden and the precise movements testify to a carefully executed operation.

Në dosjen e SPAK thuhet: “Vrasja e shtetasit Fatbardh Lici ka ndodhur rreth orës 07:00 dhe biseda zhvillohet 20 minuta pas vrasjes, kohë në të cilën rezulton se mjeti tip ‘Benz’ me targë AA 989 TE, që shfaqet në vendin e ngjarjes, po drejtohej nga shtetasja Eria Ago. Nga kjo telefonatë kuptohet që shtetasi Astmer Bilali është nën shoqërinë e shtetasit Safet Rustemi dhe bisedon me të dashurën e Safetit. Nga kjo telefonatë kuptohet gjithashtu që personat nën hetim janë në shoqërinë e njëri-tjetrit.”

Një makinë, një rrugë pa kthim

Pas vrasjes, sipas hetimeve, Astmer Bilali është transportuar me makinën e Eria Agos drejt Tiranës.

Ndalesa e parë?

Një komunikim me Denis Brajoviqin, ku i kërkon t’i lërë një makinë tjetër, një ‘Volksëagen’ me targa AA 383 PN.

Vetëm pak minuta më vonë, ai largohet në drejtim të Vlorës, duke krijuar një distancë akoma më të madhe vendin e krimit.

Në dosje ky itinerar përshkruhet me detaje: “Pasi kanë kryer vrasjen, personi nën hetim Safet Rustemi ka qëndruar në Shkodër, ndërsa personi në hetim Astmer Bilali është larguar menjëherë për në Tiranë së bashku me shtetasen Eria Ago Pasi ka arritur në Tiranë, ai i ka kërkuar rojes së parkimit në zonën e ish-kinemës ‘Partizani’ dhe ka komunikuar me shtetasin Denis Brajoviqin, ku i ka bërë me dije se automjetin ia ka lënë dyshohet tek shtetasi Pëllumb Gjoka. Ai ka komunikuar edhe me personin nën hetim Behar Bajri, të cilit i ka kërkuar që të zbriste dhe t’i linte çelësat. Më pas ai është larguar në drejtim të Vlorës.”

Kapja e Bajrave: Fundi i një konflikti apo fillimi i një lufte të re?

Siç dihet tashmë, vrasja e Fatbardh Licit nuk ishte një akt i izoluar, por pjesë e një zinxhiri të përgjakshëm hakmarrjeje mes grupeve të krimit.

Fatbardh Lici mendohet se u vra në shenjë hakmarrjeje, pasi dyshonin se Ibrahimi kishte vrarë mikun e tyre, Boran Bërcana, dhe partneren e tij, Silvi Ndoci.

Boran Bërcana dyshohej si autor i atentatit me tritol ndaj Pellumb Kullës, dhëndrit të Licëve.

Anëtarët e grupit janë të dyshuar edhe për vrasjen e Hamza Licit, i cili u ekzekutua me breshëri plumbash në tetor të vitit të kaluar në Dobraç të Shkodrës.

Safet Bajri u arrestua më 21 shkurt 2025. Disa ditë më parë ai dha një intervistë ku mohoi çdo akuzë që i bëhej në lidhje me vrasjet në radhët e fisit Lici dhe për masakrën në Dobraç.

“Asnjëherë në jetë nuk kemi pasur probleme me familjen Lici. Njerëzit kanë shoqëri të ndryshme, kur ta votojë parlamenti dhe të më caktojnë mua se kë të kem shok atëherë unë nuk rri se po shkel ligjin. Konflikti me familjen Lici nuk ekziston, njerëzit mund të kenë inat pse unë kam shok x apo y… Unë Asmer Bilalin e kam shok dhe nuk e mohoj. Kurrë në jetë nuk i kam ndërhyrë në probleme dhe as nuk e lejoj të më ndërhyjë në problemet e mia.

However, the arrest of Safet Bajri and his girlfriend does not mean that the story ends here.

In a city where corruption has turned police officers into gang members and where revenge is passed down from generation to generation, it is very likely that another wave of violence is on the horizon.

SPAK has dealt some blows, but beyond the work of some prosecutors is a bitter reality that has given Shkodra the image of a battlefield, where the shadows of crime continue to loom in the darkness, waiting for the opportunity to take life.

So the question that remains every time a murder is discovered is: Who will be the next target ?/Taken from the eye
