A simple employee of the Salillari construction company, who until yesterday was laying asphalt in the summer heat, today turns out to be licensed to build a photovoltaic park with a capacity of 82 megawatts in Fier. The investment for the construction of such a solar power plant requires a value that goes to almost 80 million euros. But who is Çngjëll Agalliu? Born in Terpan, Berat, 40 years old, Agalliu turns out today to be the owner of Albanian Solar Power.

The decision was taken a few days ago by the Council of Ministers, which approved the construction and operation for 49 years of a photovoltaic power plant in the village of Boçove, Fier, on behalf of the company 'Albania Solar Power'. This investment is one of the largest in our country in the field of solar energy.

From the research in the Central Register, it is seen that the company was created in February 2024, with a modest capital of 100 thousand old lek. As can be seen in the Central Register, Agalliu has not submitted either a balance sheet or other data. It remains unclear how the new company secured the land in Boçova, Fier, where the solar park will be built.

In previous cases, the most common practice has been the leasing of state land by municipalities, a process that requires transparency and competition.

How this case will be processed is still unknown. Meanwhile, Zëri learned that in fact Çengjëll Agalliu was part of the Salillari company, where he worked as an asphalt worker. Such a fact is also seen from the traces on the network. But as soon as the news came out in the media that he had received permission to build a solar power plant, his Facebook profile was closed, while the Linkedin profile was retouched. By Engjell Agalliu, he is only seen as Angelo T.

Is this a second Affair like the one with DH Albania? In the case of DH Albania, it was Avdjol Dobi, a receptionist who in 2018 registered the company DH Albania, the Albanian branch of "Dunwell Haberman" (Delaware, USA).

This company, using forged documents (claiming that Dunwell Haberman was founded in 1998), won the tender for the New Ring Road (lot 1) worth around 18 million euros and another tender for the Burrel–Peshkopi connection worth around 10–12 million euros. The investigation revealed that in fact Dobi was simply a prestanome and the contract was suspended. What will happen in the Agalliu case remains to be seen./ ZŋRI
