A direct denunciation came today from Judge Gerd Hoxha , who has filed charges against one of the candidates for head of the National Bureau of Investigation (BKH), Altin Kërluku , stating that the latter has had problems in the past.

In his complaint to the Special Commission for the Verification of Name and Assets, Judge Hoxha requests information on the candidacy of citizen Elton Kërluku, his exclusion from the race for head of the BKH, as well as the initiation of a disciplinary and criminal investigation, if necessary, against this citizen.

Further, throughout the denunciation, Hoxha also highlights the facts that penalize Kerluk's candidacy.

In the letter, Hoxha writes that from open sources he has learned that citizen Elton Kërluku was an employee of the State Police and, by order of the General Director of the State Police, was expelled from the police with the motivation: " violation of the oath, intentional violation of the norms of duty and serious abuse of the attributes of the State Police ", an order which was initially appealed to court by Kërluku, but left in force by the Court of Appeal.

From open sources - the portals weblajm.com and cna.al I have learned that citizen Elton Kërluku was an employee of the State Police and by order no. 934/4, dated 11.10.2004 of the General Director of the State Police, he was expelled from the police with the motivation: breach of oath, intentional violation of duty norms and serious abuse of the attributes of the State Police, according to the provisions of law no. 8553, dated 25.11.1999 "On the State Police" and the Police Discipline Regulation approved by decision no. 279, dated 02.06.2000 of the Council of Ministers.

3. This decision was initially appealed by citizen Elton Kërluku to the Court of First Instance of Tirana, annulling the Order of Expulsion from the State Police.

This decision was upheld by the Tirana Court of Appeal, with its decision no. 829, dated 06.09.2005,” Hoxha’s letter states.

For this reason, Judge Hoxha requests that the " Determination of additional conditions and criteria that citizens must meet to be appointed, transferred or promoted to office as judges or employees of the courts against corruption and organized crime, prosecutors and employees of the Special Prosecution Office, as well as to be employed by the Independent Investigative Unit " be implemented.

Hoxha lists below one after another all the laws that are a necessary criterion for a candidate to be accepted by the BKH or other SPAK structures, emphasizing that they are necessary to be implemented for a figure to be "spotless".
