Although SPAK came out against it, it seems that the Committee for Civic Initiatives, Cooperation and Institutional Oversight, headed by Fatmir Xhafaj, will not withdraw from the initiative to monitor independent justice institutions.
At the Conference of Speakers, the 2026 draft annual calendar for parliamentary oversight of several institutions was approved, including justice institutions, such as SPAK, KLGJ and KLP.
According to the approved calendar, monitoring visits or accountability hearings with the heads of justice institutions are foreseen.
The reasons for the visits are related to overcrowding in prisons and detention centers, but also penal policy, security measures and alternative punishments.
We recall that SPAK recently came out against this initiative, while the Special Prosecution Office described the monitoring meeting as a violation of the law and the independence of the Special Prosecution Office.
“ Any practice of conducting such monitoring visits would conflict with the constitutional independence of the Special Prosecution Office.
This independence is not only a formal legal requirement, but also a fundamental condition for ensuring independent, impartial and efficient investigations, in the protection of the public interest and the rule of law .
