Çela: Restoring trust in justice will be difficult, but necessary

Chief Prosecutor Olsian Çela stated that one of the biggest challenges of justice institutions remains finding a balance between transparency towards the public and maintaining investigative secrecy.

During the Conference on the Interaction of Justice with the Media, he emphasized that technological developments and social networks have changed the way public opinion is formed, making institutional communication even more important.

"It is not easy for traditional institutions to adapt to these transformative social developments in time. Even more so for the judiciary, which, while having to perform functions that often require a high level of discretion, must also ensure the necessary transparency for the public, which is justly important in a liberal democratic society. Finding this balance is further complicated by the need to be trustworthy for the public. A fact that is inextricably linked, among other things, to the public communication of their activities," he stressed.

According to Çela, the justice bodies must simultaneously guarantee the transparency and discretion that the investigation requires, while restoring public trust remains a difficult process, due to negative perceptions created over the years.

"Our justice system is still going through a complex phase of structural transformation with numerous problems in the quality of services it provides. Public perception reached record negative levels over the last 10-15 years and recovering trust will be difficult. Overload will affect the quality of performance of justice bodies for a considerable period, while expectations are very high. Improvement will definitely come, but it will hardly have the pace required by the challenges the country faces. In these unfavorable circumstances, the modernization of the forms of communication strategy has become a necessity."

The Chief Prosecutor announced that the General Prosecutor's Office has taken concrete steps to improve communication with the media.

"In this regard, the General Prosecutor's Office has taken concrete measures that have overall influenced a much more open institutional attitude towards the media. A vertical coordination mechanism has been created to increase the quality of announcements and their distribution, composed of the media advisor in the general prosecutor's office and media prosecutors in each prosecutor's office. During 2025 alone, around 220 announcements were distributed from all levels of the prosecutor's office. We have a very active page where the main activities and communications to the media on issues considered of public interest are reflected. Each prosecutor's office also has its own space with peace where part of the announcements and activities it carries out are reflected. During 2025, the page was clicked 696,000 times with an average time of between three and five minutes of staying on the page. Meanwhile, there have been over 1,700 posts in Albanian and English on the X network since July 2022. The aim has been to address the public through the media, but even directly".

Çela underlined that in April, a new public communication strategy was also approved, which aims to strengthen relations with the media and the public, as well as increase trust in the institution.

However, he acknowledged that challenges remain numerous, particularly in raising prosecutors' awareness of the importance of public communication.

"The application of standards that guarantee the secrecy of the investigation and the protection of private life data on the one hand, and transparency and public communication on the other, will continue to be a major challenge in a reality where perceptions increasingly relativize facts. The issue that is being addressed today more than ever before is how we will be able to maintain the integrity of the institution's function in the face of temptation and pressure to be likable," said the Chief Prosecutor.

Çela called on the new magistrates to exercise their duties in accordance with the Constitution and the law, emphasizing that justice should serve the public through professionalism and integrity, and not through the pursuit of favoritism.
