Extradition of Russian "mafioso" from Albania ends in Constitutional
Igor Kokunov

The Constitutional Court has passed for trial in a public session the appeal filed by Russian citizen Igor Kokunov, against the Albanian judicial decisions that allowed his extradition to Russia.

The extradition of the 62-year-old Russian man arrested at the Muriqani checkpoint in Shkodra in August 2023, after being internationally wanted by the Russian Federation as a suspect for serious criminal offenses and mafia connections, was carried out on October 30, the same day the Constitutional Court decided to suspend the extradition procedure.

In the appeal submitted for review, Kokunov requests the finding of his extradition to the Russian Federation as unconstitutional and the annulment of the decisions of the Shkodra Court, the Court of Appeal and the Supreme Court on his extradition, as well as the actions taken by the Ministry of Justice, the General Prosecutor's Office, the State Police and the General Directorate of Prisons after the announcement of the Constitutional Court's decision to suspend his extradition at 5:15 p.m. on October 30 last year.

But, not only that. In the appeal, Kokunov asks the Constitutional Court to also judge the actions carried out by its administration. The 62-year-old claims that the actions of the Constitutional Court administration, reflected in two letters dated October 10 and 17, 2024, are unconstitutional.

Following the extradition of Igor Kokunov, on the day the procedure was suspended by the Constitutional Court, the Prisons Directorate announced that they had been made aware of the Constitutional Court's decision, after the 62-year-old had been handed over to Russian authorities.

According to the Prisons, Kokunov was transferred to Rinas for extradition at 16:45 on October 30, the Constitutional Court's decision was announced at 17:15, while the Ministry of Justice was notified of the decision by e-mail at 17:53, almost 1 hour after Kokunov was extradited./A2
