The show "Inside Story" has published an investigation tonight about the international operation "Spirit" that destroyed a group of Albanian organizations linked to the Italian mafia in the trafficking of cannabis.
The show has published facts from the subjugation of police exponents who protected cargo and turned off marine radars. But not only that. In the documents of the Italian anti-drugs, the unknown testimony of the penitent revealed by a SPAK prosecutor is revealed. It is about the prosecutor Ened Nakuçi, today a member of the Special Prosecution Against Corruption and Organized Crime, while when the operation took place he was the Prosecutor of Serious Crimes, whose name has been removed from the Albanian investigation file.

The international action "Spirit" revealed the involvement of some officials in the traffic line. The director of the Labor Office in Kavajë, Saimir Kurti, Tahir's companions, Agustin Deda and Hekuran Marku emerge from the interceptions as active members and owners of the narcotics being trafficked.
"We have signaled the Albanian authorities about the things that came out of our investigations, we have brought them copies of the acts, we have brought them copies of the interceptions from which important suspects emerged, people who were supposed to represent the institutions..." says prosecutor Francesco Gannetta.
The director of administration and the two companions were directly involved in the investigation, being at the same time a guarantee for the success of the traffic operations. All the groups that cooperated within the criminal structure had some other important connections in the police and the justice system.
"From the evidence provided, it appears that Ilirian Ducellari for drug trafficking within the structured criminal group had the support of the deputy director of the Vlora Police Ilirjan Balla and the officer of the Vlora Border Police Festim Lelaj".
Every load of Lani had the protection of these police officials who guaranteed the passage without any problems outside the territory of Albania. For this, they had their payment based on the quantities transported.
"All the traffic operations during the ground transportation of drugs owned by him were followed by police agents who were guaranteed a commission from the traffic money earned. In this period, thanks to the connections of the head of the organization with the police, it became possible to turn off for 1 hour the radars that monitored the circulation of marine vehicles".
Referring to the testimonies, the police officer Lelaj was called by the traffickers with the nickname "kokëlopa". Mariglen Shusha has also revealed the concrete figures benefited by Balla and Lelaj. In one episode, the testimony states that 15,000 euros were paid for the land and another 15,000 for the sea. So the respective amounts for the deputy director and border police officer. (p. 81)
When members of the trafficking organization fell into the nets of law enforcement institutions, they took measures to close the files at the doors of justice. During the "Spirit" operation, former prosecutor Maksim Sota was also handcuffed.
"The circumstances of the meetings and conversations held between the head of the criminal group Ilirian Ducellari and the prosecutor Maksim Sota regarding various problems with justice as the prosecutor was committed to solving these problems were referred to by the associate of justice Mariglen Shusha."
The associate justice has revealed in his testimony also a Prosecutor of Serious Crimes, whose name has been removed from the Albanian investigation file. We are talking about Ened Nakuçin, today, a member of the Special Prosecutor's Office Against Corruption and Organized Crime. He even managed to pass Vetting without being filtered for this file. But what happened? Let's return once again to the first episode of trafficking, that of November 10, 2015, when 808 kilograms of cannabis were blocked on the coast of Vlora.
Regarding this traffic attempt, citizen Robert Myftari, a close associate of the head of the organization Ilirian Ducellari, was wanted. In this material of the Italian prosecutor's office provided exclusively by Inside Story, it is said that Myftari had been to the "Lani" bar several times, even in the presence of the police, but no one arrested him. To solve the case, Lani engaged prosecutor Maksim Sota.
"It was necessary to transfer the criminal proceedings from Tirana to Vlora. The head of the investigations in Tirana was Ened Nakuçi. Maksimi, Miri, Landi and the psychologist Rezarti intervened in this matter. They had to get to the head of the investigative file"
"We have, let's say notified, made our investigations available to them. The investigation will be the duty of the Albanian law-enforcement institutions", says the Italian prosecutor.
At that time, Ened Nakuçi was a serious crimes prosecutor with jurisdiction over traffic issues. Surprisingly, in the Albanian file of the "Spirit" operation, the name of the prosecutor Nakuçi mentioned by the repentant Mariglen Shusha is nowhere to be found. This is the document translated into Italian that has been forwarded to the authorities there for further investigation. The people engaged by Lani to close the file traveled to Tirana referring to the testimony that Mariglen Shusha gave to Italian and Albanian prosecutors on December 4, 2019.
"Lani also intervened through other persons. Lani and I went to Tirana where we met a lawyer in her 50s. As I said, he was looking for a contact to reach Enedi, the head of the investigation. The woman, according to what Lani told me, had told her that she would deal with the case".
Then Duçellari, together with Mariglen Shuša and a person named Miri, travel to Fier. There they meet a prosecutor originally from Berat who is said to be the brother of a member of parliament. The prosecutor was on duty in Fier.
"Miri had told Lani to meet this prosecutor that he had contact with because he knew Ened or a relative of his with whom they could talk about the case. Miri said that they would have to hand over 10,000 euros to this prosecutor from Berat, money that he would then hand over to Ened or his relatives. At the meeting, the prosecutor from Berat did not take the money and told Lani to give it to Mir as he knew who he should give it to.
