The Special Court Against Corruption and Organized Crime continues this Monday with the examination of the "Partizani" file, with the questioning of witnesses requested by SPAK.

Violeta Shqevi testified before the trial panel, saying that in 2007 she was employed at the Ministry of Culture and Sports, where she also held the position of director of sports. She stated that she also had the role of coordinator of the Sports Strategy 2008-2020.

According to Shqev, the multi-sports club “Partizani” was administered by the Ministry of Defense, while football was treated separately. She explained that the institution where she worked managed the multi-sports club, with the exception of the football team.

Shqevi also touched on the club's assets, stating that "Partizan" had several facilities, including a two-story building and other buildings. However, according to her, the properties were not registered and there was uncertainty regarding their ownership.

"When concerns arose about some residents who had occupied properties, we never had clear information about the owners. The department I headed asked the leaders to take measures to register them," the witness stated.

She also spoke about the 2007 legal changes to the law on sports, emphasizing that they were considered a positive development for the sector.

"Regarding the legal changes to the law on sports in 2007, it was seen as a positive approach. It was seen as important to include third parties and create the possibility for assets to be given through concession," Shqevi said during her testimony.

The testimony

Prosecutor: Were you employed by the Ministry of Culture and during what period?

Shqevi: I was employed as a lawyer in 2007, then as a sports director. I was in the role of head of the sports strategy, the goal of the strategy was the development of elite sports.

Prosecution: Regarding the Partizani club, did it function when you were employed and what status did it have?

Shqevi: The club was under the administration of the Ministry of Sports. I am a former athlete who grew up in that club. We managed the entire multi-sport sports club, except for football. The club had assets.

Prosecution: How many gyms were there?

Shqevi: It was the gymnastics, basketball and volleyball gym.

Prosecution: Were they registered?

Shqevi: No, they were not registered. The sports department had no official information about the existence of an owner. When these requests were submitted, I wrote to my superiors to register the club's properties.

Prosecution: On 22.10.2007, changes were approved for sports. It was determined that sports facilities could be given through concession and not privatized. Did you have any role?

Shqevi: The state had approved a strategy that within a 2-year period sports clubs would be converted into joint-stock companies. We were determined to create a new approach because we looked at international experiences.

Prosecution: June 2008, the Ministry of Tourism appears to be the initiator of the amendment to the law on sports, which also introduces privatization

Shqevi: The Sports Directorate received several acts to give its opinion on these changes. In 2008, a technical group was established
