A 40-page decision taken on September 28, 2023 by the judge of the Special Court, Rudina Palloj , has led to the blocking of a land area of ​​5512 m2, registered in the name of the company " AG.TCC ".

This company is owned by Artan Gaçi, the husband of the former foreign minister, Olta Xhaçka .

On this surface of land, the constructions for the construction of a luxury hotel are currently continuing, within the framework of the strategic investor status that the former SP deputy, Artan Gaçi, has acquired from the Rama government.

In the investigation file that is being investigated by the SPAK prosecutor, Olsi Dado , it is said that Artan Gaçi has benefited from a real estate on which he is investing.

This property was bought by Gaçi from the citizen Stavri Mëhilli, an electrician of OSHE, whose name appeared as a witness and in Arben Ahmetaj's file.

But this property of 5512 m2, bought by Artan Gaçi, turns out to have been initially benefited by Mëhilli, using forged documents.

Mëhilli has an AMTP from 1991, in the name of his father, Photo Mëhilli. In this document, he has benefited from several plots of land, based on the law No. 7501 that talks about "Agricultural Land " .

All plots and land surfaces are reflected in the Land Acquisition Act (LAT). In the area named Gjileke-Perivol, Stavri Mëhilli, has benefited from 1200 meters of walnut agricultural land, which he sold a few years ago.

But after that, surprisingly, Stavri Mëhilli, again in the Gjileke-Perivol area, becomes the owner of a large area of ​​land of 5512 m2 benefited on the basis of AMTP.

This land is located by the coast of the Ionian Sea, and is registered in the mortgage of Vlora, in "Tokë Arrë".

A part of these fake documents bear the name and signature of the mayor of Himarë, Jorgo Goro, who two weeks ago appeared at SPAK and testified about the authenticity of the signatures and seals of the Himarë municipality, which were used in this document.

While another part of several people who have served as members and chairman of the agricultural land allocation commission.

The Mayor of Himarë, Jorgo Goro, has confirmed by signing the location plan of plot 36/36/1 without taking into account its configuration on the map in relation to the boundaries marked in AMTP and without verifying it in relation to the plot that corresponded to this property. on the cadastral map, on the basis of which the division of agricultural land was carried out in the Gjilek-Dhermi cooperative.

After compiling falsified documents, Stavri Mëhilli in 2019 applied to the mortgage of Vlora, to register the land area of ​​5512 square meters.

The practice of registering this property has remained in the mortgage of Vlora, without being dealt with for about 1 year.

But suddenly someone with strong influences and influence in the mortgage sphere intervened in the ASHK of Vlora and the file was pulled from the dust of joy, being registered in the name of Stavri Mihilli.

Furthermore, the latter concluded a sales contract with Artan Gaçi's company, "AG.LCC", transferring the property in the name of the former socialist official and the husband of the former Minister of Foreign Affairs, Olta Xhaçka.

Two weeks ago, Artan Gaçi appeared at SPAK, claiming that he had nothing to do with the illegality of the property, as all the documents had been followed by Stavri Mëhilli and not him.

According to Gaç, he had bought a piece of land, based on the property certificate issued by the mortgage of Vlora, a certificate which was not disputed with a complaint by anyone either in the court but in the prosecutor's office and in the mortgage.

Gaçi has claimed in SPAK that he became the owner of this land surface in February 2020.

And on the basis of this area, he and other shareholders have been announced by the Rama government as strategic investors for the construction of a luxury hotel in the area.

Gaçi is known to have stated in SPAK that he did not commit any crime in this case, as he bought a property that was registered as a mortgage.

According to him, even if the property was obtained by Stavri Mëhilli through forged documents, then in this case he is not responsible but the victim of the fraud made by Stavri Mëhilli.

Investigations into this case started in 2021 and SPAK has registered the file for "Forgery of documents", "Abuse of duty", "Corruption" and "Cleaning of the proceeds of a criminal offence".

The suspicions of the prosecutors are that the man who may have influenced the Vlora ASHK for the registration of this piece of land, is exactly the husband of Olta Xhaça, Artan Gaçi, who a few days later would become its owner with papers, buying it Stavri Mihillit.

To prove these suspicions, SPAK is conducting investigations for Artan Gaçi, the mayor of Himarë, Jorgo Goro, mortgage officials in Vlorë, surveyors and officials of the Himarë Municipality and employees of the land directorate in the Vlorë region./ Ora
