The former commander of the Armed Forces, Artur Meçollari announced in a post that he won the trial with the Military Police. The latter had denounced Meçollar for "Telling state secrets by persons entrusted to him", after the Court of First Instance of Tirana decided to dismiss the case.

Meçollari was reported after the successive denunciations he had made on social networks about the construction of the 4-storey building that was being built at the Saranda Naval Base, which according to him was intended to leave the Expansion and Deployment Plan and was separated from the base property without the decision of the President.

The former commander of the Armed Forces also writes about the report he made to SPAK for the permission to build a 4-storey building at the Shengjin Naval Base, a property in the Deployment and Expansion Plan, where the President is accused of "abuse of duty". Bajram Begaj, then acting Chief of the General Staff of the FA, the commander of the Marine Force, Brigadier General Ilir Xhebezhia, and the commander of the Military Police, Colonel Altin Kurti.

Meçollari says that this report is being investigated by SPAK for 3 years, for the needs of the investigation, the president, Bajram Begaj, was asked twice, Ilir Xhebezhia twice and Altin Kurti once. Many military and civilian members of the FA have also been interrogated.

The Court of First Instance of Tirana, with the decision dated December 28, 2023, decided to accept the Prosecutor's request for the dismissal of the criminal case against Artur Meçollari for "Disclosure of state secrets by persons entrusted to him".

At the time when I denounced, via Facebook, the construction of the 4-story building at the Shengjin Naval Base, at the end of March 2021, the Military Police filed a report with the Prosecutor against me on the charge of "Telling state secrets by persons entrusted to them". based on article 294 of the Criminal Code. This complaint against me was made while the commander of the Military Police was Colonel Altin Kurti and the Chief of the General Staff of the FA was Major General Bajram Begaj.

What "secret" document had I shown? I had shown on Facebook the Property Layout no. 1311 (Gent Plan) of the Saranda Naval Base, which in order to get out of the Expansion and Deployment Plan, was separated from the base property without the decision of the President and a 4-story building was built on this property. This document is not classified, nor is it foreseen by the MoD order to be classified.

In March 2021, I was not aware of the report of the Military Police against me. On April 1, 2021, I made a criminal report to SPAK, where the Chief of General Staff of the FA, Major General Bajram Begaj, the Commander of the Naval Force, Brigadier General Ilir Xhebezhia, and the Commander of the Military Police, Colonel Altin Kurti, were reported. The report consisted of "abuse of duty" for allowing the construction of a 4-story building at the Shengjin Naval Base, property in the Deployment and Expansion Plan.

This report was registered by SPAK with no. 109/2021, the case has been under investigation for three years and for the needs of the investigation, SPAK asked Bajram Begaj twice, Ilir Xhebezhia twice and Altin Kurti once, as well as many military and civilian members of the FA. Just a few days ago, the first in the list of accused Bajram Begaj, President, promoted his two companions in the accusation, Ilir Xhebezhia and Altin Kurti.
