FULL DEBATE/ Rama's reply to the builder: I've been dealing with your
Edi Rama

Prime Minister Edi Rama held a meeting with the business community this Tuesday, where he was involved in a debate with a builder.

One of the builders requested inclusion in the Fiscal Peace, but the head of government responded by saying 'What support do you want? You are the most profitable sector and the one that exploits workers the most.'

Full debate:

Erjon Harizi, Builders Association: We have asked you in several letters to look at the infrastructure tax rate, at least to divide it into installments. It is very significant, it is paid at once and puts our sector in difficulty.

Rama: This opens a separate discussion, the problem with builders is complex. Today, work continues without a score. Although there is a change, the standards for implementing projects are still far from what they should be and the damage caused continues to be present. We have passed a new block of legal measures related to construction, I hope it will help to increase quality. People pay a lot and it is their dream. It is the money of a lifetime or it is a loan that takes a lifetime to repay and there is no greater harm than paying for a first-quality product and receiving a third-quality product. Regarding the payment of the infrastructure tax, it is something that is being discussed. But this should also be linked to the performance of the companies. We cannot take on the Aventura to allow installments and be in front of companies that have dug a hole and raise their hands up and cannot pay because they say "this is just talk". At the moment we do not have an immediate change.

Harizi: It's the issue of the guarantee.

Rama: I say not to go to the guarantee because then it will be said "where will we find the guarantee money". What builders need to understand is that this country has given them much more than they are giving back in terms of quality. These constructions that are being made will be there for decades. It cannot be tolerated that while we approve first-quality projects when you see them, there on the ground they often do not look the same at all. As happened with a lady who had bought an apartment with a balcony and when she went there the balcony was gone and they had opened the door to the first floor. These things are criminal. It is criminal that people pay to buy a house and cannot get a mortgage because builders play with the permit. Things are now changing because we have created a blacklist and whoever enters there will not get a permit for many years.

Harizi: What about those on the white list?

Rama: We see that the white list can be blackened immediately. I have been dealing with your race for 20 years and I know very well what kind of way you operate. The white list is white as long as it is not black.

Harizi: These are sporadic cases that cannot blacken a sector. It does not serve the economy.

Rama: Now please. I believe that no Albanian who buys and invests their life savings owes you to move 1 mm from the thing you claim to be selling. Show them the projects when they pay and when they see them later…they are not one and two. We are not blackening anything. You need to raise the bar. Don't look for the fault in the mirror, look for it in the face. No one owes anyone anything for builders not to be correct in the law, society and those who pay. It is not a coffee without quality, it is something that you put there and it remains there for 100 years. How can an ugly thing stay there, when you were not given the right to build an ugly thing, but a beautiful thing. There are beautiful places that are poor, but have you seen an ugly place that is rich? No. Architecture shares this work. Albania has been ugly in many parts of it since the crap that was done in Golem. As far as we are concerned, we are doing our best to raise the level for this reason. He comes, gets a permit to build a spectacular building and builds a pigeon coop. I am not the problem, maybe you are not the problem either because I do not know what kind of construction you do, if we do not continue this conversation so that I do not see your constructions later and say "oh how you talk once...".

Harizi: I agree.

Rama: Do you agree? Well, let's see, but don't come out half-cocked. Listen to me. The woman went and bought an apartment with a balcony and when she got there, a door had been built. And that bastard there said "it's a hilly area". Don't start this conversation with us now. There is no peace with the builders. You have my back. You have some municipalities that you can play with as much as you want. If you get caught, it's no one's fault. We agreed.

Harizi: Partially.

Rama: That partial thing is well understood. There is no peace with the builders.

Harizi : That is the main sector.

Rama: Precisely because it is the main sector, you must perform with maximum responsibility. What support do you want? Support for you who still declare employees with 500 thousand lek. We know very well that there are no employees with a minimum wage in construction. Look me in the eye. Not in Tirana, but anywhere. You don't feel like laying a slab for 500 thousand lek. It's not your fault. The Constitution has tied our hands by deciding not to allow us to set a ceiling for you and you play. Make the declarations and then ask. You are the sector with the most profit in Albania. You should support us, not us. You are the sector where employees are used the most. Now you have begun to understand that you don't play with employees because you can't find them. Now so that your constructions don't remain unfinished, shake your pockets well because you have a lot of money. Pay your employees with 1500-2000 euros or else you will be worse off. What support can we give you.

Harizi: Can I speak?

Rama: No, that's not so democratic. Do the things you have to do and give people what they deserve and don't ask for anything, at all, at all. Zero. Just ask not to be on the blacklist.
