Albanian-American, board member of the Albanian-American Development Foundation (AADF), Cafo Boga announced his resignation in a letter before his name was added to the list of people who support and contribute to the management plan of Butrint National Park .
Meanwhile, in another letter, addressed to Samantha Power - Administrator of the United States Agency for International Development (USAID) - Cafo Boga gives a description of recent events regarding the board of directors for the Albanian-American Development Foundation (AADF) and concerns for Mayor Michael Granoff.
In trying to meet the objectives of the United States mission for the benefit of the Albanian people, I have grown increasingly convinced that the new strategies must be implemented by the AADF to become a stronger catalyst for change in a country so ruined with political and economic complexes. The takeover of power, dictatorship and lack of mandates in key political positions have had a devastating impact on the evolution of Albania as a democratic society and its economic development. Timely economic and political reforms to improve the rule of law and strengthen representative and power-sharing institutions have not been adopted. Corruption and illegal business have flourished. Since the fall of communism in Albania in the early 1990s, the country is governed by the same political elite and, in the last decade, by the same political party. In this one-party regime, a leader, political support is tied to exchanges of goods and services. AADF's role is to inspire positive change and ensure that its investments serve the people; however, 30 of the 36 fully funded AADF projects have been done in cooperation with the Albanian government, benefiting directly or indirectly from its image and that of its ministries. "In the eyes of many citizens, it seems that the foundation unequivocally supports the government itself, whose dominant political figures have blocked the democratic process in their country." political support is related to exchanges of goods and services.
In conclusion, I believe the comments and suggestions that resulted in my dismissal were not out of line, but I am neither the first nor the last to suffer the consequences of speaking out. While I have no hostility to the AADF or to Michael Granoff personally, I believe he has outgrown his usefulness as president and that any extended term will only undermine the influence of the United States in Albania, not to mention the image of foundation. "Just as the time has come for a change of leadership in Albania, so has the time for the AADF."
