The merger of water and sewerage companies in the country to create larger and more economically stable companies is a reform that has started over the past year and it seems that most municipalities have taken this step.

The data of the Water Regulatory Authority show that 12 companies have been created so far.

"Until the end of 2022, agreements have been reached on the transfer of the activity of UK services between 50 municipalities, and as a result, 12 UK Regional companies have been created out of 15 foreseen under the reform. The new regional societies created are UK Korçë, UK Pogradec, UK Durrës, UK Lezhë, UK Dibër, UK Kukës, UK Berat, UK Elbasan, UK Gjirokastër, UK Fier, UK Lushnje and UK Sarandë, says the ERRU annual report.

The same brings to attention that there are still some societies that remain uncreated and their process is taking longer due to the different views of the links involved in this process.

In fact, the largest society in the country that will include Tirana, Kamza and Vora remains uncreated.

"There are still 11 municipalities which, according to the reform forecasts in the sector, constitute 3 Regional UK companies, namely UK Shkodër with the municipalities (Shkodër, Vau Dejës, Malësi e Madhe, Fushë Arrëz, Pukë) UK Tirana with the municipalities (Tirana, Kamëz, Vorë) and UK Vlora with the municipalities (Vlora, Selenica, Himarë).

On the part of the municipal councils, the relevant decisions have been taken to authorize the mayors to sign the agreements with MIE/AKUM and to continue with the agreement on the transfer of the activity, but as a result of different views on the part of the leaders of the local governments in the managerial aspect of the UK companies, the parties are still discussing the final agreement," the document states.

Just a day ago, the Municipality of Tirana reopened the procedure for the feasibility study which will analyze the reorganization of the companies.

The APP website published the procedure with the object "Feasibility study for the financial and technical legal analysis of the reorganization of the current joint stock companies of the Water and Sewerage of Tirana, Kamza and Vora" with a limited fund of ALL 9.8 million.

It seems that this study will highlight the feasibility indicators for merging three societies into one. /Monitor
