Devoll municipality, 100 million lek tender for road paving, but the villages do

About 100 million lek fictitious tender was made by the municipality of Devolli in July last year for investments in road infrastructure, mainly for village roads and agricultural roads.

More specifically, on July 13, 2022, the municipality of Devoll awards the tender to the company Rej sh.pk with a limited fund of 9.7 million new ALL.

But what happened in reality.

From an investigation of Piranjes in the field, it appears that the investment plan has not been realized.

The villages expected to benefit from the investment have not received even a cartload of gravel.

It is not known where the tender money ended up.

While the mayor of Devolli, Eduard Duro, reacts badly and closes the door when he is put in difficulty by Piranjat to account for how the 100 million lek of the tender was spent, he sees a way out of the situation.

Investigating the "Piranhas"

Piranjat: What has the municipality done with 97 million ALL?

Chairman: I will give a written answer

Piranhas: How likely is it to be a fictitious tender?

Chairman- Zero chance. If a kg is missing and hasn't arrived, I resign.

This gentleman's name is Eduard Duro, and he is the mayor of Devoll. We are now showing the reason why he reacts nervously to our questions.

On July 13, 2022, the municipality of Devolli concluded the contract with the object "Construction and maintenance materials" with a limited fund of 11,330. 428.00 and contract value: 9.751.902, with the winning company "Rej sh.pk"

But what was intended to be done?

According to the contract, works would be carried out to meet the needs of this municipality.

The services would consist in the improvement of the road infrastructure, specifically the gravel paving of the agricultural and internal roads, the rehabilitation of the sewers, the repair of the cemetery fence, etc.

And for these needs, the Municipality of Devolli needed 97 million ALL (old).

A not small figure, which we believe will have satisfied the residents of the areas who have been seeking investment in infrastructure for years.

But we better go ask them ourselves.

According to this document, 415 m3 of "gravel, waste for filling" was used in the village of Maçurisht of the Proger Unit for the gravelling of agricultural roads. Quite a lot.

"Not a single cart of gravel was thrown. They come now only for votes".

"There are potholes, they don't maintain them, they don't fix them. We need field roads more. They were filled with gravel 4 years ago, and now the mayor doesn't bother throwing a shovelful of gravel. They are the roads for ibrets", say the residents

"When those potholes open, we throw two or three cars to level it, fix it."

Piranhas: That is, about 10-20 m3.

Mecho: Yes. 2-3 cars of 10 m3, only for the main road. For the streets of the nuts did not bring.

Piranhas: How many do you think are needed for Macedonia?

Meço: At least 20 days must be worked for trucks with two trucks.

Piranhas: About 400m3.

Meço: Yes, 400 and not more".

According to the head of the village of Maçurish, Sulejman Meço, about 30 m3 of ballast was thrown, but if we make a comparison with the allegedly invested amount of 415 m3 of ballast, the difference that emerges is frightening. Here, either the gravel or the money to buy it has disappeared. But no, we continue.

Phone call with Juma Mekolli, the elder of Vranishti:

"There are roads, but they are not ballasted. 7 cars with ballast have arrived. For the roads of the fields they have not laid.

Let's make a calculation for Vranishti as well, always based on the words of the elder.

7 cars (max) 20 m3 each = 140 m3, while the value noted in the estimate is 685 m3 of ballast. Again wasted money.

What happened in Pilur?

"The infrastructure is zero. The mayor has given some assistance for paving the roads, but they are minimal. They brought very little gravel." Arben Xama, headman of Pilur village

Devoll municipality declares that 280 m3 of ballast was dumped in this village. But only the municipality can know where it was thrown.

Let's listen to the administrator of the "Progër" Unit, maybe he can explain it to us.

"The last pruning was done last autumn. It is planned this year to intervene. Especially in Macurisht and Cangonj. They need intervention, we are waiting for the weather to improve and we will intervene. These are ways we have found.

Piranhas: In Devoll Municipality...

Arben Xama: Ciao! You can perform interpretations for the party whenever you want.

Piranhas: In 4 years, you haven't made any new roads?

Arben Xama: They are laid.

The administrator, with full conviction, says that in September of last year, investments were made in paving the roads. While from our observation on the ground, the reality speaks quite differently.

The situation is the same in all villages. No investment even in the Miras unit - map.

This is what the residents say:

"They have never been laid. We ask the government to make the asphalt in Poncarë. At least let's connect with the village, since we don't connect with Europe."

"I have been here for 50 years, and no road has been paved."

 "It has not been laid."

"I threw gravel myself with my car"

Zahir Pasho, the mayor of Ponçara:

"If you come to our village, to see how the road inside the village is, you will put your head in your hands. He has promised that he will do it now, but apparently it is not an electoral asphalt.

Miras unit administrator, Marjol Babi:

"The road inside the village has degraded. Because we neglected it for the reason that we will asphalt it within this year.

Piranhas: You didn't get any gravel trucks?

- During this year, no, last year yes, we have lost. Last year, several truckloads of gravel were dumped in October-November. It has run away from the rains, again. How much did you throw away in October? We have dropped almost 5 trucks with 20 cubic meters each. In Ponçare, how many gravel cars have you thrown on the roads of the walnut trees? We didn't throw nuts on the streets."

So, 5 trucks of 20 m3 each = 100 m3. Does 100 m3 of ballast come close to the amount of 419 m3 indicated in the estimate?

Since not, where did 319 m3 of ballast go, or 15 trucks (20-5), or did they not exist at all?

Even in the Hoçisht Unit there is no good news.

"There are main roads that have been added with gravel. Years have passed. Almost all the roads in the village are being paved for the second time. In 10 trucks with 5m3. That is, about 100 m3? They may have eaten more. And where do you get the granola? The granil was taken somewhere in the Bitincka mine, but they throw good machine-made granil on top", says the head of the Hoçisht unit.

Okay! Let's say that 10 trucks of 5 m3 each, which make 50 m3 of ballast, have been dumped. Again, a figure that does not correspond to the value noted in the document of 910 m3 of material (for agricultural and internal roads).

This is what they call stealing in the gravel.

Tezbi Agolli, elder Stropan:

"Nut streets are not even paved with gravel. On the outskirts of the village has brought. How much gravel could have come. Many roads have been paved, there is little asphalt. Maybe 20 or so big trucks came."

That make 400 m3 of ballast. In the estimate, the quantity is 710 m3 of material in total.

So, almost half of the amount has evaporated.

These are the walnut roads that we have mentioned so often and we do not see anywhere either the granite or the gravel from which the municipality has paid the money one by one.

Based on the document, it is noted that a lot of money was also spent on the purchase of "ordinary reinforced concrete" with the amount of 2200 kg x 650 ALL, which makes 1,430,000 L

Although in the free market, you can buy iron for 100 lek kg, the municipality has preferred to buy it 550 lek more expensive.

But the abuses were not enough.

The municipality of Devolli has reasoned that it has bought 1000 concrete columns for the fence of the cemeteries that are under its administration. To see this "magnificent" investment up close, we preferred to go ourselves.

The elder of Trestenik village:

Piranhas: What is the cemetery surrounded by?

Chief: With iron bars and a cage, surrounded all around.

Piranjat: The concrete column is not there?

Chief Elder: No, not the concrete column.

Elder of Bitinckë village:

The cemeteries in our village are partially covered with steam and a wire mesh is placed over the steam... No, there are no concrete columns.

- The headman of Çetë village:

If you talk about the cemeteries of the village of Çetë, they can be almost the most massacred. The cemetery may have been surrounded 10 years ago. Some pillars that were, even the nets are about to fall. Some are made of iron, some are made of wood.

Piranhas: The concrete column is out of the question?

I ke me datë kur kanë ardhur materialet. S’i mbaj mend fiks. Punët i kemi me situacione. Kemi tubat brenda. Të çoj unë t’i shohim.

Piranjat: Çfarë ke bërë me 700 m3 çakëll?

Altin Cane: Tubat vijnë edhe i shpërndaj. S’i marr në shtëpi. I kam vënë.

Piranjat: Për 3 muaj i vure ti?

Altin Cane: Po!

Piranjat: Nga kanë ardhur 700 kamionë me çakull këtu?

Piranjat: Me 700 kamionë do ishte bllokuar qarkullimi.

Eduard Duro: Nuk vijnë në një ditë. Unë nuk i di të gjitha. Merret sektori i shërbimeve publike. Në fund firmos unë. Shkoni te ndërmarrja e shërbimeve.

Piranjat: Çfarë ka bërë bashkia me 97 mln lekë?

Eduard Duro: Do të jap përgjigje me shkrim.

Eduard Duro: I have no information about this

Piranhas: Is it abuse?

Eduard Duro: I have no information. Others sign before me.

Piranhas: Not checking?

Eduard Duro: No!

Piranha: Give me the next tear, you have abuses.

(The chairman closes the door with force).
