In a third year in office, the government has not kept any of its promises made in the April 25 elections.
Civic Resistance has conducted a monitoring by collecting the government's promises in the field of education and confronting them with reality.
The monitoring shows that after 4 years, since the student protest, the "Pact for the University" is mentioned by politicians as a success story but "referring to the initial commitments today we have a non-functional transparency portal, 0 results from academic vetting and 33% of incompetent lecturers for courses according to the national student survey ”.
Another unfulfilled promise of the government is that of the university campus.
"36 months after the public promise, the government has not yet started building a university campus in Student City with multifunctional buildings, canteens and libraries with modern standards," says the Civic Resistance study.
The report divides the government's promises into three main modules which are infrastructure, digitalization and internationalization.
"An important aspect was digitalization, we all realized how important digitalization was when we saw a pandemic approaching us where we were all isolated and the whole education system was transferred to digital", said during the presentation of the study Migen Qiraxhi from Civic Resistance.
Students and activists present at the meeting shared their concerns over the field and placed emphasis on the government's unfulfilled promises.
"4 years after the protest, students in the same situation"
After the protests of December 2018, the government set in motion to take action and gave in response to the students the Pact for the University, which according to the government would solve the demands they had but even more than that.
Fatjon Biba student and activist, says that today after 4 years nothing has changed. All government initiatives were cut in half.
"For example, it was transparency, transparency which according to the Pact for the University would be guaranteed by the u-transparency portal, which must be said that it did not work," Biba told Citizens Channel. The portal created for the employment of excellent students in 2019 is out of order and from 2020 is no longer updated.
Good work was a platform that would guarantee some excellent students integration in work, in state institutions and other countries, but if we enter today the portal "Good work" we have no call, that portal worked only for one vit ”, said Biba.
Another finding of the study concerns the student loan, which "although a mechanism provided in the law on higher education for 6 years is not implemented due to lack of bylaws."
The field of transport and the much talked about student card also remain unresolved.
"Now students do not have any improvement in their lives, but we have university campuses that have not been built, we have student city buildings which continue to be in the same condition as they were 4 years ago," he told Citizens. Student channel Gëzim Hilaj.
While with the increase of living costs the transportation of students has become more difficult.
"Every day more and more students are leaving the residential centers, they are leaving those urban areas and the proximity they have with the faculty", said for Citizens Channel Valmira Hoxha.
The number of student season tickets has been lower than the students' demand for season tickets, and as a result every month-end has caused chaos.
"The lack of a pass for all students increases by 20 to 30 euros per month the costs of students who do not benefit from public transport passes," the study said.
Another unfulfilled promise is that of internationalization. The Resistance report states that this process did not start in the first year of government and "the first swallow of this process, Istanbul Technical University did not come to our country", as promised by Prime Minister Edi Rama./ Citizens Channel
