The Minister of Justice, Besfort Lamallari, has provided full details on the year-end criminal amnesty, clarifying the beneficiary categories and the criteria on which this initiative is built.
Minister Lamallari emphasized to Euronews Albania that the selection of categories was done carefully, in order not to jeopardize public safety, but at the same time to follow a humane and fair approach towards people with low social risk.
"The criterion that guided this amnesty was low social risk," Lamallari said. According to him, for men, those who are sentenced by final judgment to up to three years in prison, or those with sentences of over three years but who have three years or less left to serve, benefit, as long as they have not been convicted of crimes excluded from the amnesty, with high social risk.
As for women, those sentenced to up to four years in prison, as well as those with longer sentences but who have up to four years left to serve, benefit. Also, women sentenced to prison over the age of 50 at the time the amnesty comes into effect, as well as men sentenced to prison over the age of 60, benefit.
A special category, according to the minister, are also minors. "We have shown an act of humanity for a very vulnerable category. All persons under the age of 18 will be released, excluding acts with high social risk," said Lamallari.
Meanwhile, according to Euronews, which has obtained part of the preliminary draft of the criminal amnesty, it is expected that around 380 convicts will be released immediately, while approximately 1,300 other people will receive a reduction in their sentences.
The draft provides benefits for:
men sentenced to up to 3 years in prison or with up to 3 years of remaining sentence;
women sentenced to up to 4 years in prison or with up to 4 years of remaining sentence;
women sentenced over 50 years of age;
men sentenced over 60 years of age.
According to forecasts, the effects of this amnesty are expected to come into effect at the end of January or early February, after the conclusion of discussions and voting in the Assembly.
