Last week, the case of Ilir Meta and Sali Berisha's half-truths and tricks regarding the issue of incinerators, has been shaken once again. For the first time, the state administrator of the Fier incinerator, Faraudin Arapi, appointed by SPAK and the Special Court, spoke on a TV show.
Faraudin Arapi's statements take on another weight, also because of his neutral position, that is, between the political party that only accuses and the party that is accused.
Even though he was alone in front of 7 analysts and journalists who were blowing the issue of incinerators, Arapi articulated some data with figures and concrete dates. Shqiptarja.com learns that Arapi's assertions were also confirmed by SPAK, during continuous field inspections and verification of works items.
Project cost
The state administrator said that the financial support from the state budget for the Fier incinerator is 32.8 million euros, thus knocking down the figure of 400-500 million euros trumpeted by the opposition, as the cost of the alleged abuse of the three incinerators, in Fier, Tirana and Elbasan. . And the amount allocated from the budget is documented and with a concrete volume of works.
"The investment in the facility is an investment by Albanian taxpayers, so there is financial support from the state budget in the amount of 32.8 million. How those companies worked is the subject of SPAK's investigation. The financial support of the budget has been realized so far in the amount of 29.8 million euros," explained Arapi.
Term of works
The administrator, Faraudin Arapi, also said that the deadline for the completion of the Fier incinerator facility was on October 24, 2022, rejecting the propaganda that the Fier incinerator does not work, that money has been stolen, that fictitious works have been carried out, etc. There is no accusation of failure of the project and embezzlement of money, when the deadline for the completion of the works was on October 24, 2022, i.e. one month ago.
Only one month has passed from the deadline stipulated in the contract, and this overrun has come as the ministry has not yet paid the last two installments. According to the opposition's accusations, the Fier incinerator was supposed to be completed in 2019, another deliberate lie. The state administrator of the Fier Incinerator, Faraudin Arapi, has claimed that another 1.3 million euros are needed for the incinerator to start working. Arapi said that 98% of the investment has been completed and if the necessary funds are obtained, the work will be completed before the end of this year.
Disposal and incineration
The opposition has mixed up the process of depositing waste with burning, building a big lie. According to the Freedom Party, the remains are not burned and the project has failed. There is no way to burn the waste without turning on the incinerator, the deadline for which was in October 2022, i.e. last month.
Faraudin Arapi claimed that the site of urban waste disposal in Fier has changed, from Patosi to Mbrostar. So, landfill waste is accepted, which will be treated in the incinerator at the time of ignition. For 4 years, the incinerator will be administered by the contracting company and then it will be transferred to the Fier Municipality. "The concession contract is for 6 years, of which 20 months are for construction, 4 years for operation and 6 months for transfer to the Municipality of Fier District", asserted Arapi.
Charges for depreciated equipment
Faraudin Arapit has claimed that there are 10 contracts with Italian firms that bring equipment to Albania from Siemens, rejecting the accusations of the opposition and its spokesmen for depreciated equipment and rusty boilers. The equipment is verified and certified before delivery, according to the terms of the contract. The whole process is now controlled by SPAK itself.
Fiscal evasion or theft?
The Albanian state will pay about 34 million euros for the Fier incinerator. The completed project is expected to be delivered within this year. In the conditions where we have concrete items of work, the landfill, the equipment, the approval, i.e. the project as a whole realized, where did the millions of euros claimed by the PL-PD come from? In fact, it is now being suspected that we are not dealing with the theft of the incinerators' money, but with a fiscal evasion scheme, which is punishable anyway. There are over 80 companies that have contracts and invoices with the incinerator company. It is about a dynamic scheme investigated and partially punished since 2019, where the company contracted by the incinerators still has a peripheral role. It is a question of issuing fictitious invoices to benefit from VAT and to return money back from companies,albanja.com
