With the motto "We are where others are not, we provide information that others do not have", Vlora Hyseni has been leading the Intelligence Service for three years. But, for the first time in the history of Albania after 1991, the head of SHISH is accused by the judiciary of having misused state secrets, distributing them to criminal groups.
So how did the 42-year-old from Kosovo become the head of SHISH?
Before taking office in Albania, Hyseni worked in Kosovo intelligence, a career that began in 2010, while in 2019 she was appointed as the number two of this agency and a year later she served as acting director of the Kosovo Intelligence Agency, a position she held until April 2021, at which time she was dismissed by Prime Minister Albin Kurti and the president of the time, Vjosa Osmani.
She continued her interrupted career in Pristina in Tirana, where Edi Rama took her into his government cabinet, as the Prime Minister's Advisor on National Security for two years.
Until now, she had not fallen prey to politics in the Albanian capital, but her name was rumored when Rama decided, on March 17, to propose her as head of the Albanian Intelligence Service, with the argument that the integrity she enjoys in the international community was a guarantee for this national security institution.
Unlike Rama's optimism, the opposition was skeptical, asking President Begaj not to decree it without receiving information in Kosovo about why Albin Kurti had dismissed him.
But these rumors did not reach the ears of President Bajram Begaj, who decreed Vlora Hyseni as head of SHISH on April 3, 2023.
But to this day, the reason why Vlora Hyseni was fired in Kosovo is not publicly known.
