SPAK reacts to the arrests, the search of Proda's apartment and the
Vlora Hyseni

SPAK has issued an official announcement today regarding the latest action taken, where several security measures were issued.

According to the Special Anti-Corruption Prosecutor's Office, 'house arrest' and suspension from duty have been ordered for the head of SHISH, Vlora Hyseni, and 'prison arrest' for police officer Fatjon Kalluçi and businessman Embro Sulejmani.

SPAK announcement:

The Special Prosecution Office against Corruption and Organized Crime is conducting investigations within the framework of criminal proceedings no. 20/1 of 2025.

Following the request of the Special Prosecution Office, the Special Court of First Instance for Corruption and Organized Crime, with decision no. 67, dated 21.9.2026, has ordered the following security measures:

"House arrest" and "Suspension of the exercise of a public duty or service", provided for by articles 237 and 242 of the Criminal Procedure Code, against citizen VH, with the position of Director of the State Intelligence Service (SHSH), as a person under investigation for criminal offenses provided for by articles 320/2 and 295/a/1 of the Criminal Code.

"Arrest in prison", provided for by Article 238 of the Criminal Procedure Code for citizen FK, with the position of "Sector Head" at the Scientific Police Institute, as a person under investigation for the criminal offense provided for by Article 295/a/1 of the Criminal Code.

“Arrest in prison”, provided for by article 238 of the Code of Criminal Procedure for citizen ES, employee of the company “Agroturizëm Kodra e Kuajve”, as a person under investigation for the criminal offense provided for by article 302/2 of the Criminal Code.
These decisions have been sent to the State Police, which has executed two of them.

With decision no. 618, dated 20.9.2026, the Special Court of First Instance for Corruption and Organized Crime has allowed the search of the apartment and personal search of citizen IP, a former senior official of the State Police.

With decision no. 619, dated 21.9.2026, the Special Court of First Instance for Corruption and Organized Crime has allowed the inspection of the villa complex located at the address; the intersection of "Durrësi në Shekuj" street and "Bajram Tusha" street, in the Shkozet area, Durrës.

The Special Prosecution Office thanks the State Police for their support in the execution of these decisions.
