A citizen, Iliriana Sirika, has denounced lawyer Adrian Leka and the candidate for member of the High Judicial Council, for defrauding her in 2017. The citizen signed a contract of sale with lawyer Leka for an apartment in Tirana, near the Kamza Turn. After he fixed and restored it, the apartment was taken from her by another person, who told her that he had bought it.

Fiksi also goes to notary Anila Kaçupi where the contract was made in 2017, while the notary says that at that time it was not the law for the contracts of the order to be registered in the Cadastre. She says that Adriani received the money and he signed a document that he is responsible if he sold it twice.

The Fiks Fare group goes to meet the lawyer in Lezha, but his relatives threaten the journalist and the cameraman. They even grab the camera and push them. The lawyer, lecturer and candidate for the Supreme Court, refuses to give an explanation.

The story begins in 2017, when citizen Iliriana Sirika says she has an apartment. "I bought it from Mr. Adrian Leka. I paid him 22 thousand euros, with a notarial contract. He told me it would be over in a few months and he would give me the certificate," she says.

The apartment is located near the Kamza Turn, in Tirana. "Adrian Leka is a lawyer and teacher by profession. He had put the apartment up for sale and we agreed. I was not physically here myself, but I left a power of attorney with my relatives. I paid 22 thousand euros in cash, at the notary. Her name is Anila Kaçupi", the citizen claims.

Fiksi asks the notary, who says she knows the lawyer and that's why she went to her to draw up the contracts. "I know who he (the builder) is, he's in prison himself. In fact, this (Adriani) is him, in fact, he came to me and made this power of attorney," she says.

The citizen adds that she has contacted the lawyer several times.

"He tells me not to worry, it's yours, no one will take it and everything else is fine. While nothing was being done, I came myself. I met with Adrian. He told me everything was fine, he gave me the key to the main door because the house was not fixed and not plastered. I did everything myself," she claims.

After the contract, the citizen redid all the housework from scratch. But did she have a certificate of ownership?!

“Ai nuk kishte, sepse ishte pallat me probleme. Por do të merrej vetë avokati. Se do t’ma nxirrte ai. Unë shpenzova edhe njëherë aq sa e bleva apo më shumë. Sapo e mbaroj, më telefonon dikush dhe më thotë ke marrë apartamentin tim. S’mu prezantua dhe më vonë mora vesh se quhej Mariglen Bitri, s’jam takuar asnjëherë. Kam folur disa herë. Ai mori çfarë kishte për të marrë. S’kisha të drejta ti bija telefonit se më thoshte do të të denoncoj”, shton më tej Iliriana.

Në gjithë këtë histori, kush e mori apartamentin?

Qytetarja interesohet te firma që administron pallatin. Aty mëson se apartamenti është shitur disa herë.

“Apartamentin e mori zotëria, pasi mbarova punimet. Ndërroi bravat. Tani ka njerëz Brenda me qira. Unë nxora fillimisht ujin dhe dritat. Unë sot nuk e gëzoj. Telefonata e fundit që kam bërë me atë i kam thënë se duhet të përgjigjesh. Më tha po më bezdis dhe më mbylli telefonin. Unë e di që kontrata te noteri është e rregullt”, shton ajo.

Nga ana tjetër, noterja Anila Kaçupi shton se në zyrën e saj është bërë vetëm një kontratë shit-blerje. “Në 2019-ën filluan regjistrimet në Kadastër. (Ne bënim kontratat) duke besuar dhe duke u marrë një deklarim personal atyre që nuk është shitur asnjëherë. Ke një subjekt juridik që mban një përgjegjësi penale ndaj shtetit për deklarimet e veta dhe për shitje dyshe. Unë s’e di kush e ka fajin! Ata kanë bërë legalizim tani” thotë ajo.

Noterja hoqi përgjegjësinë nga vetja, duke ia hedhur fajin sistemit. Tregoi se regjistrimi është bërë me legalizim, pa dhënë detaje të tjera! Por, çfarë lidhje ka pasur me avokat Adrian Leka?!

“Adrianin e njoh si profesor, s’kam ndonjë lidhje. Adriani ti gjejë lekët ku i ka marrë. Ai i ka marrë, ato janë lekët”, thotë ajo.

Ndërkohë, qytetarja shton se ajo sot nuk ka një apartament. “S’kam të drejtë as ta kërkoj. I kam bërë një kallëzim penal në prokurori dhe asnjë përgjigje. E kanë zvarritur dhe më kanë thënë ka shumë dosje, kemi punë”, shton Iliriana.

Po noteren, a e kanë thirrur si dëshmitare në prokurori?! Më pas ajo irritohet dhe i kërkon llogari grupit të Fiks Fare se përse e bëri këtë pyetje.

“Pse do to t’më thërrasin mua o burrë. Noterja deklaron një marrëveshje mes palëve o burrë”, shton ajo, ndërkohë që gazetarët i bëjnë me dije se nuk i thanë se e kanë marrë të pandehur dhe nën hetim.

“O Zotëri, jo pra mos ma bëj këtë pyetje, se është pyetje se është pyetje e rëndë. Si t’më thërrasin? S’kam pse pra. Pse të më thërrasin mua, kur dëshira ka qenë e të dy palëve. Lekët i kanë kaluar dy palët” shton ajo.

Në fund, qytetarja ndihet tepër e zhgënjyer.

“E doja një përgjigje prej Adrianit, se ma ka premtuar se është e jotja, mos u mërzit, shtëpia është e jotja”, thotë Iliriana.

Pas këtyre përgjigjeve, grupi i Fiks Fare kontakton me avokatin, nëpërmjet një bashkëpunëtore. Adriani i lë takim në një godinë përballë Prefekturës në Lezhë. Vëllai i tij i tha bashkëpunëtores së Fiksit se vendi ishte zyra e avokatit.

After all this situation, the Fiks Fare group informs the lawyer about the problem for which he had gone to Lezha. We inform him that he has sold an apartment to citizen Ilirana Sirika that was sold before. He replies that we need to make a written request and leaves for the vehicle, while the Fiks Fare group tries to get an answer from him again.

Meanwhile, when the lawyer was getting into the car, his relative went to that place and in a threatening tone asked the Fiks Fare group to leave. Then, the lawyer drove away and did not respond. But, the threats did not end there, as another person, again a relative, went towards the Fiks Fare group and tried to grab the camera. In a threatening tone, he demanded an explanation as to why we went to the lawyer Adrian Leka, telling him that "there are other ways".
