Diaspora vote, only Greece remains, counting of other countries closes! No
Elections 2025

The counting of the diaspora vote in all countries has been completed, but the 53 thousand votes of Greek emigrants are still held hostage, after the DP's disputes that each envelope coming from the Hellenic state be separated separately. In total, 145,441 envelopes out of 194,889 have been counted and 53 thousand envelopes from Greece remain uncounted, the fate of which will be decided today at 09:30 in a meeting by the head of the CEC, Ilirjan Celibashi.

With the 12 districts that were counted by the diaspora, there is no change in mandates. The PS remains with 83 mandates at the national level, the DP with its allies with a drastic decrease with 50 mandates from the 63 it had in 2021, the PSD gets 3 mandates, Agron Shehaj's Opportunity Party 2, and Arlind Qori's Lëvizja Bashkë Movement and Adriatik Lapaj's Nisma Shqipëria Bëhet 1 mandate each. It remains to be seen what decision Celibashi will make on the fate of the Greek vote.

Not only within the country, but also in the diaspora, the Socialist Party has received the most support from the diaspora with 77,901, or 54.18% of the total votes counted. The Democratic Party – Alliance for a Greater Albania (DP-ASHM) coalition ranks second with 40,510 votes or 28.17%. In third place is the Albania Initiative Coalition (NISMA-SHB) with 11,651 votes (8.10%).

The Opportunity Party received 5,358 votes (3.73%), while the Joint Movement secured 3,848 votes (2.68%). The Social Democratic Party (PSD) received 1,947 votes (1.35%), while the Euro-Atlantic Coalition Party (KEA) collected 1,058 votes (0.74%). Among the smaller parties, the Albanian National Alliance Party (AKSH) received 779 votes (0.54%), the Right Coalition for Development (DZH) received 432 votes (0.30%), the Homeland Movement (LA) won 223 votes (0.16%), and the New Democracy Alliance Party (ADR) received 81 votes, representing 0.06% of the votes counted.

Preferential votes for candidates from the diaspora have not yet begun to be counted, but the panorama is almost clear as to who the open list candidates entering the Assembly will be, as there is no expected major change in preferential votes.

From the diaspora vote, the Socialist Party was the only one that managed to get a mandate. This was the mandate in the Vlora district, which increased the PS from the 8 mandates it had won with the vote within the country, to 9 mandates, and the PD-ASHM dropped from the 4 mandates it had to only 3. In Tirana, Agron Shehaj's Mundësia Party defended its second mandate with several dozen votes, and was not even defeated by the diaspora, leaving the PD in this district, with 13 mandates.

The Socialist Party has also won convincingly with the diaspora vote, leading in 10 regions of the country and with a landslide victory. The DP has won only in two regions, Shkodër and Kukës.

Today at 09:30 the CEC will meet to decide what to do with the votes from Greece. The process was thrown into crisis due to the decision of the head of the CEC, Celibashi, to separate the envelopes coming from Greece.

Currently, all votes from the neighboring country are separated separately, in different boxes for the 12 districts. The reason for this separation was a request from the Democratic Party when the first box was opened, with the allegation of manipulation, a request that was accepted by Chief Commissioner Celibashi. Every envelope from Greece was contested and separated. Celibashi's decision was overturned by the Complaints and Sanctions Commission, whose decision was sent to the Electoral College by the Democratic Party.
