Former President Alfred Moisiu recently spoke about the transformation of the Albanian army after the '90s, the role of institutions and the unaddressed responsibilities that, according to the former head of state, destroyed the military system.
In an interview with journalist Ilir Demalia, Moisiu describes the transformation of the Albanian army as a 'crime' with serious consequences.
According to the former head of state, the Chief of General Staff, as the highest military figure, cannot simply be an executor of orders from the Minister of Defense, but an important advisor to the President of the Republic, as stipulated by the Constitution.
"A crime was committed. I will call it a crime. The problem could not be judged because everyone was influenced. We destroyed the army, the army would really adapt to the new conditions. I made a mistake. I am talking about the fact that we put the ministers of civilian defense in place. Secondly, the chief of the general staff is the only one in the army. He gives orders that do not match and do not agree with the chief of staff and the first advisor in the Constitution on security issues. Last year I wrote that the chief of staff cannot be the usual bearer of the minister of defense, the truth also depends on the minister of defense, but here there are certain relationships that we do not understand and this must be regulated. It is unfortunate here, there is a servility, the boss with the subordinate and this destroys, he will not even know anything about order. I am not going into ideological issues, simply the method of leadership", said Moisiu.
Moisiu called for the reorganization of security institutions and the return of professionalism to military structures.
