The United States of America has adopted a new sanctions regime that aims to target foreign individuals and entities involved in actions that threaten peace, security, and democratic order in the Western Balkans.

The measures are provided for in Section 8335 of the so-called "Western Balkans Democracy and Prosperity Act", approved by the US Congress, and give US President Donald Trump the obligation to impose concrete sanctions within 90 days of the law's entry into force.

Who will be sanctioned?

According to the document, the subject of punitive measures will be persons who:

-threaten the peace, stability and territorial integrity of the Western Balkan countries;

-undermine democratic processes and institutions;

-involved in corruption, including corruption of current or former officials;

-commit serious violations of human rights;

-impede the implementation of key international peace and security agreements.

Specifically, the law mentions the Prespa Agreement, the Ohrid Framework Agreement, UN Resolution 1244, the Dayton Accords, as well as the decisions of international courts on the former Yugoslavia.

Asset freeze and visa ban

The new sanctions regime provides for the freezing of assets and financial interests of sanctioned individuals, if they are located in the US or under the control of US persons.

The law also imposes strong immigration measures, prohibiting the entry of sanctioned persons into the US, immediately revoking existing visas, and excluding them from any benefits under US immigration law.

Political message for the region

According to assessments in Washington, this sanctions regime constitutes a clear warning message to actors aiming to destabilize the Western Balkans, reaffirming the US commitment to democracy, the rule of law, and long-term peace in the region.

The law provides that these measures will be in force for a period of eight years, with the possibility of renewal.
