Today, Prime Minister Edi Rama will present to the Assembly the governing program for the next four years. The session, the third this week, starts at 10:00 and is expected to last over 25 hours, as each MP will have 10 minutes available for his speech, as decided yesterday at the Conference of Speakers.
After Rama, the right to use the podium is held by Sali Berisha or Gazment Bardhi, for as long as the prime minister is speaking. The regulation stipulates that only the prime minister and the leader of the opposition have the right to speak without time limit or on an equal footing with each other.
The discussions are expected to last until midnight, which will lead to the session being interrupted and resuming on Friday. At the end of the marathon of discussions, the Assembly will vote on the new government with the prime minister and 16 ministers, by voting on the decrees of President Bajram Begaj.
If the vote is held early Friday, the cabinet's swearing-in ceremony before the president will also take place that day. Otherwise, it will be postponed to Saturday. Immediately after the swearing-in, Rama is expected to call the first meeting of the new government, as has happened in previous mandates.
