Sali Berisha directly admitted that he lobbied for the US Department of State to exempt him from the ban on entering the US.

Asked by journalists who paid for the lobbying, Sali Berisha said that the payment was made by a foundation that helps the DP, but he chose not to disclose the amount.

Berisha : I have not negotiated with anyone. There is a code, if you went to court, go to court. Did they lobby for Berisha? Yes, they lobbied. The procedure is lobbying. I did not lobby with the Biden administration, I did not do any lobbying with the Biden administration. There is no other procedure there than lobbying.
