Serbian President Aleksandar Vucic has arrived at the Palace of Congresses, where he was received by Prime Minister Edi Rama and Ukrainian President Volodymyr Zelensky.
Serbia is the only country in the Western Balkans that refuses to impose sanctions on Russia, which has been occupying Ukraine for two years.
Vucic dodged a question about the sanctions and said Serbia would adhere to Serbia's National Security Council.
