How much does American lobbying cost the Government?
Balluku and Yuri Kim

A day ago, the Minister of Infrastructure and Energy Belinda Balluku accompanied by the American Ambassador Yuri Kim visited the two ships that will produce electricity near the Vlora Tec.

The old and depreciated ships were sold by the minister as a "luck" for our country, since we had been head to head with Germany in the race to get the last two that were left in the entire globe.

The sarcasm of the mockery went further, since as an argument that the company Exelerate Energy was convinced to bring these two ships here and not to Berlin, was the fact that the owners had started to feel themselves Albanians and had put their hands on their hearts so that we would not have energy constraints. The company had even done this while losing money, because in Germany they had asked for a "much higher" value, according to the minister.

To tell some truths in the great winter of fairy tales:

- Germany's need for annual consumption is 500 Terrawatt hours, while Albania's does not exceed 8 Terrawatt hours. So if the ships went to Germany, they would meet only 0.17% of the consumption need! Germany has shut down some of its power plants due to EU directives from 2021 to reduce carbon emissions. The carbon emission standard of ships is that of the World Bank for 2017.

- The bill that Albania will pay for the production of energy from ships in 2023 and 2024 is 336 million euros, or 168 million euros per year. Next year and in 2024 energy may be at these high prices as today, but most likely forecasts are for a softening in 2023 and normalization in 2024.

- KESH was charged with a decision of the Council of Ministers to carry out a limited procurement procedure based on expressions of interest from companies, without publishing a monetary limit or fund limit. The announcement for expressions of interest was published in the APP bulletin from January 24 to January 27, while the public procurement law requires that even in emergency procedures, the announcement should be for a minimum of 10 days. One of the companies that expressed interest was not selected and the financial offer was submitted only by Exelerate Energy and Renco.

The use of budget money for the improvement of international relations is definitely necessary, but it must be done in the right way. In the case of parties, they must declare the donor and then see if the contributor benefits from the benefits when the party comes to power. When it comes to lobbying a country, the best way is to fulfill the obligations you have as a member country in NATO, achieving the fulfillment of the conditions for investments in the field of defense as much as 2% of the GDP which is the obligation, or the modernization of the infrastructure of the army. That's why Germany didn't take the ships, because they didn't enter the work and it doesn't meet the obligations for international relations with secret contracts like the Albanian government does.
