The vote of the diaspora is expected to play a decisive role in the upcoming parliamentary elections in three main districts: Lezhë, Elbasan and Durrës .

Contrary to the general perception, Dibra and Kukësi are no longer the counties most affected by the non-participation of immigrant voters.

From the statistics of the period 2011-2023, it is clearly understood that mass emigration has reduced participation in elections in some counties, creating a non-participation curve that is directly related to the departure of the population.

According to the latest data from the 2023 elections, the lowest turnout was recorded in Vlora and Fier, while counties expected to benefit from the diaspora vote such as Lezha and Elbasani have shown turnout rates that have started to increase.

Lezha recorded a participation of 39.6%, while Elbasan recorded a rate of 38.8%. Durrës is also a key district, where the vote of immigrants is expected to strongly influence the final result.

One of the most important questions being asked is whether there are specific policies aimed at including immigrant voters in electoral processes.

Some issues that directly affect this community include the registration of agricultural lands under Law 7501, the provision of social housing through reconstruction programs, and the provision of facilities for families with members in emigration.

It is expected that the commitment of the local government in these aspects will be decisive to increase the participation of immigrant voters in the upcoming elections.

In general, while Kukësi and Dibra remain among the districts with the highest participation in the elections, with 49.6% and 46.6% respectively, it is expected that districts such as Lezha, Elbasani and Durrësi will benefit the most from the diaspora vote, directly influencing the results of parliamentary mandates.

This can change the political dynamics in these areas, bringing significant changes in their representation in the Assembly.
