EC Report on rule of law in Albania: Parliament does not implement
The European Commission's

The European Commission has published today the report on the rule of law, for Albania and the countries of the region.

The report on Albania highlights that the country has implemented a fundamental justice reform since 2016, but there are still shortcomings in the appointments of non-magistrate members of judicial councils. Magistrate appointments are negatively affected by limited transparency and issues relating to assessments.

The report on Albania assesses that there are encouraging initial results of the Special Anti-Corruption Facility (SPAK) and that the number of people prosecuted has increased over the last three years. However, the latest amnesty law raises concerns. In general, however, corruption is widespread in many areas, including during electoral campaigns. Coordination between institutions remains weak.

Concerns have been raised in Albania about the independence of the audio-visual regulatory authority and public broadcasters. The report assesses that limited regulation for media ownership transparency and high concentration negatively affect media independence. Journalists continue to face verbal and physical attacks, smear campaigns and strategic lawsuits.

In Albania, deep political polarization negatively affected parliamentary work, the Report assesses. The Constitutional Court is effective in maintaining institutional checks and balances, although Parliament has failed to implement some of its decisions. The environment for civil society organizations is challenging and there are also obstacles to the effective work of the Ombudsperson and Commissioner against Discrimination.
