Prime Minister Edi Rama has published this Saturday, March 28, some data from the international report Bertelsmann Transformation Index 2026 (BTI 2026), which assesses Albania's positioning at the top of Southeast European countries in several key indicators.

According to the classification published by Rama, Albania ranks first in the region for political transformation with 7.70 points, leaving behind North Macedonia (with 7.65 points) and Montenegro (with 7.40 points). In this indicator, Kosovo, Bosnia and Herzegovina and Serbia are next.

In terms of governance, Albania once again holds first place with 6.71 points, leaving behind all other countries in the region, including North Macedonia and Montenegro.

Meanwhile, in economic transformation, Albania ranks third with 7.11 points, behind Montenegro (with 7.50 points) and North Macedonia (with 7.18 points), but ahead of Serbia, Bosnia and Herzegovina and Kosovo.

The BTI report, compiled by the Bertelsmann Stiftung, is one of the most important international assessments of the quality of democracy, economic development and governance. It is published every two years and analyzes 137 countries around the world.

The current sample includes 137 countries. Twenty-three OECD countries, including Germany and the United States, are currently not part of the assessment. The assessment is based on more than 5,000 pages of detailed country reports, prepared in collaboration with some 300 experts from leading universities and think tanks in over 120 countries. The review period for this edition covers 1 February 2023 to 31 January 2025. The BTI is the only international comparative index that measures governance performance using its own primary data and that provides a comprehensive analysis of political leadership capacity in transformation processes.
