Rama: Justice reform removed politics' "sword" over the judiciary

Justice reform was one of the greatest challenges Albanian politics has ever undertaken. This was stated by Prime Minister Edi Rama during his speech at the opening session of the World Law Congress in Tirana.

He emphasized that for decades, justice in Albania was under the influence of politics and power, but his government decided to build a system independent of political power.

"Justice was an illusion in Albania, but it was the history of the Albanian state that proved that the power of justice was in the hands of the most powerful in politics. Regardless of the transitions of systems, one thing remained unchanged: the sword of the lady of justice, it was motionless in the office of the head of government. In 2013, we did what no one had dared to do before, and had not even imagined that we would enter the sea on foot, hand over the sword to another force and create the conditions for the creation of another real power in this space of coexistence, independent of political power," Rama emphasized.

The head of government also brought to attention the vetting process, where over 90% of Albanians, according to him, supported the justice reform, while the majority of citizens did not believe they would see the end of impunity.

"Over 90% of Albanians support the reform, but over 80% of them did not believe that they would see a shift in the power of justice towards equality before the law. No one can blame those who were distrustful. It was not simply their daily experience that justice was an illusion in Albania, but it was the history of the Albanian state that proved that the power of justice was in the hands of the most powerful in politics."

He emphasized that justice reform has begun to yield concrete results, but underlined that building strong and independent institutions is a long-term process that requires continuous political and institutional support.

"With this reform that has begun to yield tangible results, its longevity must be guaranteed not by people but by institutions. Building the institutions guaranteed in that reform is not a process that can be accomplished in a decade or two. It must be unwaveringly guaranteed that the process is supported at all costs by the forces that have the capacity to change its course, by political power. If we approach a large fresco, we find it impossible to determine its complexity. Therefore, it is always necessary to say to keep our distance to see in the complex a fresco that is being painted day after day by a very large number of forces in the space that justice reform has created", Rama said.

In his speech, Prime Minister Edi Rama described the organization of this congress in Tirana as a historic achievement for the country and an appreciation for the progress made in justice reform over the last decade.
