Government grants three highways with no-contest concession
Prime Minister Edi Rama and Minister Belinda Balluku

The first decision relates to the Road segment Kashar-Pezë-Lekaj, where the contract was awarded without competition to a group of operators, including the company "Gjoka Konstruksion", which was previously the beneficiary of the concession for the construction of arbri road, a project accompanied by increased costs and postponement of deadlines.

The second segment, Lekaj-Konjat-Fier, was given to another group of operators, including "Fusha" and "Albavia", with the aim of improving the road network and strengthening the infrastructure connections of the south of the country. The third segment, Milot-Tumanë, was approved for another group of companies, including Gener 2 and Illyrian Consulting Engineers. These projects are under the supervision of the Ministry of Infrastructure and Energy and aim to increase road standards and economic development.

Despite the government's stated objectives, these concessionary contracts without competition have raised concerns about transparency and impact on the state budget. International financial institutions, such as the International Monetary Fund, have criticized the uncompetitive procedures and high costs of similar projects, questioning the efficiency and benefits of these initiatives.
