The new territorial map will be voted on on October 8

The numerous debates and controversies, even among themselves at the local level, have not deterred the socialists regarding the new Territorial Map.

On the contrary, the pace of the parliamentary procedure is expected to be accelerated. Everything starts at the Conference of Speakers on Monday and then in the Laws Committee with the approval of the work calendar for the Territorial Administrative Reform, which the Socialists expect to vote on in the plenary session on Thursday, October 8,

Sources have added that the maximum deadline will be the 15th due to the calculation of deadlines before local elections to allow for the necessary deadlines in preparing for the electoral process.

Parliamentary discussions will last only two weeks and begin on Wednesday, September 23rd with the presentation in principle of the new division proposed by the Socialist Party, which will reduce 15 municipalities.

The hearings are scheduled to take place with: the Council of Ministers, the National Association of Municipalities of Albania, the Association of Local Elected Officials, and local government experts.

All in a single day, scheduled for September 28. One week is left for discussion article by article and approval in its entirety by the Laws Committee on October 5, to move on to the October 8 session, where the SP must again make the necessary 84 votes.

Further, the President will have time to review and decree, and then enter into force.

In 15 municipalities that lose their status as independent units of local self-government and merge with neighboring municipalities, left-wing and right-wing councilors came together to stop the new map in the municipal councils, but without success.

The SP proposal reduces the municipalities from the current 61 to 46, merging Fushë-Arrëz, Klosi, Rrogozhinë, Dimali, Poliçani, Patos, Divjaka, Selenica, Maliq, Këlcyra, Memaliaj, Libohova, Cërriku, Belshi and Përrenjasi.

This will be the second time that the Socialists in the Rama government approve the administrative-territorial division of the country, the first in 2014 and now in 2026, and what remains unchanged is the lack of consensus, with the opposition demanding a larger number of local units, 100, while the Socialists 46.
