The opposition MPs in the bloc have accused the socialist MP Milva Ekonomi of being in a conflict of interest and should not participate in today's meeting of the Investigative Committee, where hearings with representatives of KLSH are scheduled.
The opposition accuses her of being in a conflict of interest, as she was mentioned in the KLSH reports on concession contracts, during the time she was the director of the FSDKSH.
It is about a financial contract signed by Milva Ekonomi as the former director of the FSDKSH in 2015 with the Koncensioare company "Saniservice", a service which during 2017 was extended to 5 hospitals in Tirana, in Shkodër and Elbasan.
Ina Zhupa: One of the members of this commission has a conflict of interest in this session. I don't have to participate. Milva Ekonomi (Former director of FSDKSH) is mentioned in the findings made by the High State Control in the report prepared by Bexhet Zeqiri, the auditor of KLSH who will testify today in the commission. She cannot be present at this hearing because she has a conflict of interest.
Plarent Ndreca: We are not magistrates, the commission does not have the nature of a Kalisz court. If we were to enter into this discussion and if we were to enter into impartiality, we know who is from both sides. Someone who has formed a prior conviction about this investigation is known to be less impartial. We control certain issues, not certain individuals. If the witness feels that there is disagreement with a member, let him say so.
Ina Zhupa: Economy can live itself. We will investigate how FSDKSH has behaved towards the recommendations of KLSH, Economics was the director, she can investigate herself.
Saimir Korreshi: You cannot prejudge for impartiality that we say that public funds have been stolen. I agree to ask the witness if he found a document signed by Economy. We have the right to question the witness. I agree to be asked, is there a document, a contract or where do I know what, connected through any members here with any subject that is being investigated by this commission.
Albana Vokshi: As an individual, I must say that I do not participate. If the name is in every report of KLSH and it continues to be in questioning sessions of those who were controllers and auditors, there is something morally compromising and a legal violation here. It was signed in 2018 by Milva and representatives with Sani Servise, a service that has been extended to 5 hospitals. It was one of the main concessionaires, it was signed first by Beqaj, then the financial contract between the Fund and Sani Servise. Economics cannot be here, at least in today's session.
Milva Ekonomi has responded to the opposition's accusations of conflict of interest. Ekonomi said in the Investigative Commission of Health, that there is no conflict of interest, while hearings with representatives of KLSH are scheduled to be held today.
Ekonomi said that the contract she signed as the director of FSDKSH in 2015 with one of the concessionaire companies Saniservise was a financial contract. Ekonomi said that FSDKSH does not draft contracts and was not involved in the selection process of companies. She also said that at that time she did not hold the mandate of the deputy.
" It turns out that I have no conflict of interest. It would be good to come with information to help this commission, with this work process. June-December 2015, I took the position at the FSDKSH, it was a commanding position. Understanding as a function the fund itself is a financial institution that implements contracts, it does not draft. I did this task while not being a member of parliament. A conflict of interest arises at the moment you receive a mandate as a member of parliament. I have no conflict of interest for the period we are talking about. I signed the contract, I signed the financing contract. I was in the process of choosing the companies ," said Ekonomi.
