The initiative for the creation of a Bektashi state in Tirana, presented by Prime Minister Edi Rama, has aroused many controversies.

This initiative is "unbelievable" for historian Elena Kocaqi. "For the prime minister of a country to come out and question the sovereignty of the country, this is unprecedented in world history," said Kocaqi in an interview on A2CNN.

"For me, it is one of the most dangerous adventures of Edi Rama's entire political career, because throughout his career he has made adventures in foreign policy, but this is such a dangerous adventure...", the historian emphasizes.

According to her, this initiative, first presented in the American newspaper "New York Times" but also articulated during Rama's speech at the General Assembly of the United Nations Organization, is contrary to the legislation in Albania, with several articles of the Constitution .

"The territory of the country cannot be discussed. So, the moment you question the country's territory, this is the highest act of national treason, the most punishable by the criminal code. There is an article, 208, of the criminal code, which says that the moment you give the territory of your country to a foreign country in a partial or complete way. Because when a state is created, you no longer have sovereignty. And it is giving territory. Then the penalty is from 15 years to life imprisonment, for any state functionary who may undertake such an action against the Republic of Albania. So in this case, the prime minister goes to prison, not to discuss this issue in the Parliament".

Kocaqi said that this issue cannot even be decided by popular referendum.

"The constitution can be changed for anything related to the internal organization of the country. But with regard to Independence, the democratic system and human rights, they have been established with a constitutional reserve that cannot be changed, neither by referendum nor by the Parliament, and the Constitutional Court rejects it", she said on A2CNN, strongly attacking the Prime Minister.

"Edi Rama treats the territory of the Republic of Albania as if it was left to him by his father and mother and not as if it is the territory of all Albanians. Who is Edi Rama to discuss the territory of the Republic of Albania. The act of negotiating the territory of a country is higher than the terrorist act, it is higher than the crimes against humanity, higher than all the crimes that can be committed, a criminal code, an individual", emphasized Kocaqi.
