Former Prime Minister Sali Berisha gathered today the DP parliamentary group, where 13 MPs were present in the blue headquarters together with him, and the focus of the conversation was Territorial Reform.

The secretary for local government in DP, Ylli Asllani, published the new territorial map proposed by DP, which consists of 95 local units in total, adding 34 new municipalities.

Asllani mentioned one by one all the new municipalities that PD proposes to be added.

Ylli Asllani:  In our project we have 95 asymmetric municipalities. There are 34 local units more than the current division. 51% of municipalities are central municipalities, they will also cover sports. The rest of the municipalities will have full functions, but will be focused on basic services.

Regarding the second level, DP adheres to the European concept of regions. The regions will guarantee a harmonization of macro development. With this draft, the PD has an option for Tirana, unlike other political forces. PD is for a metropolitan city, a Tirana with 14 small municipalities. While central policies will be played by the main municipality, which will be that of Tirana.

There were 6 municipalities in Korça, the proposal is 10 municipalities, where Leskoviku, Vithkuq, Voskopoja and Pojan have been added. In Vlora, 11 out of 7 municipalities have been proposed, where Orikumi, Novosela, Vlora River (Amantia) and Ksamili have been added. Berat from 7 municipalities becomes 9 municipalities, Shpiragu and Otllaku have been added. In Fier, 6 municipalities become 12 municipalities, Golem, Ardenicë, Levan, Cakran, Fratar are added.

In Elbasan, 7 municipalities become 10 municipalities, Shpati, Bradasheshi are added. In Tirana, 5 municipalities become 9 municipalities, Ndroqi, Petrela, Kashari, Dajti are added. Also, the 11 mini-municipalities will be transferred to the City Hall. In Kurbin, 1 municipality becomes 2 municipalities, Mamurrasi is added. In Durrës, 3 become 4, Sukthi has been added. In Kukës, 3 become 5 municipalities.

50 % e bashkive të tjera do të kenë funksione të kufizuara, kryesisht në kryerjen e shqërbimeve publike, bujqësore, aktivitete kulturore dhe asistencë sociale e nxitje të punësimit. Ato do ti delegojnë funksionet e menaxhimit urban tek njësitë qëndrore mbi një bazë kontratete bashkëpunimi.
