All the speculations about the procedures for accepting and converting the bachelor's degree into a master's degree and the weak advocacy of Faktoje.al.
There are two serious problems that are being speculated on, creating a cacophony about Belind Këlliç's education. The first is the way it was accepted, and the second is the conversion of the bachelor's degree into a master's degree in Tirana by the Ministry of Education, which has broken its standards with political interference.
Let's take turns.
In an answer to Top Channel (https://www.youtube.com/watch?v=6q9g1D_7vFM&t=1s ) about the case of Mr. Këllici, the Ministry of Education stated that "...The cycle of higher secondary education studies of carried out by Mr. Këllici, according to the Albanian legislation in force, in the field of pre-university education is considered incomplete, since the document of completion of higher secondary education is the state matura diploma that the person is said not to have."
In the diploma unit form as shown by Shqiptarja.com (https://shqiptarja.com/lajm/investigimi-2-thellohet-skandali-zbulohet-dokumenti-ku-belind-kellici-me-doren-e-tij-ka -lying-by-declaring-that-he-has-completed-secondary-school) to the question "Admission Threshold: The type/level of the degree on the basis of which you have been admitted to this study program", Mr. Këllici answered " Completion of High School", A fact proven to be false.
In his speeches, Mr. Kellici has tried to justify this fact using arguments of the type "Since America knows a credit system, after I completed all four years, I went and took all the tests required by the University of Maryland system, where I followed" or in Albania he did not have a high school diploma but only a certificate of maturity.
Is America only looking for credits, as Mr. Kellici claims, or the completion and completion of a high school diploma? What is the completion document in Albania equivalent to the American high school diploma? Did Coppin State University require "Completion of High School" or only a certificate of completion of the first four years of high school as claimed by Mr. Kellici?
In an article dated March 3, 2022, Faktoje published (https://faktoje.al/coppin-university-i-pergijet-faktojes-per-diplomen-e-belind-kellicit/) the regulation sent by the University of Mr. Kellici, who only referred to the documents that the applicant coming from outside America must submit for admission to this University.
As you can see, the University only refers to the regulations, while Faktoje.al decides to translate the first point of the documents they needed and to underline only the last sentence of the criteria and not the entire request.
And from here he comes to this conclusion thus supporting Mr. Kellici's version:
HOW THE FACTS REALLY STATED
We have the full admission regulations at Coppin State University, which clearly define graduation and high school diploma as criteria for admission to this University. (https://www.coppin.edu/sites/default/files/pdf-library/2021-05/admissions_policies_emsa-adms-001.pdf)
Regarding international students, this regulation defines exactly what Faktoje.al has quoted but misinterpreted.
Faktoje has chosen to underline only the sentence "Data must be obtained for each of the last four years of high school or advanced placement." and from here it has come to the conclusion and bad information by choosing not to give importance to the first sentence which requires "leaving certificate as they apply to the educational system in the student's home country".
First, the request for the years of data collection has a word that says "for each of the last four years". According to the Harry Fultz School, Mr. Këllici received certification for the first four years of high school and not the last four years, which would include the fifth year he completed.
But do you need only the years and the list of grades (which the Harry Fultz School claims to have given only that) or the completion of high school? Then the question arises, what does it mean "leaving certificate as they apply to the educational system in the student's home country" or in our case "certificate/document of completion, as applicable to the educational system in Albania".
According to our own Ministry of Education, the document in question is the State Matriculation Diploma or Maturity Certificate, those documents that enable you to enter a university in Albania. In the answer to Top Chanël, she said "the document of completion of higher secondary education is the state matura diploma that the person is said not to have."
"School leaving documents prove that you are eligible to enter university in your country or in the country where you are finishing high school." is the consistent definition from the University of California at Berkeley. (https://apply.berkeley.edu/docs/required-docs-by-country.pdf ). In the case of Albania, to enter the university, a Matriculation Certificate or Matriculation Diploma was required.
"Before entering, you must have completed high school and obtained a certificate of completion that enables you to be admitted to a university in your country and which is equivalent to an American high school diploma," confirms the University of Michigan - Dearborn. (https://umdearborn.edu/admissions/undergraduate/international-admissions/us-high-school-diploma-equivalent-credentials)
Even from a simple search on google.com for "leaving certificate secondary school Albania" you will find that this is exactly the "Maturity Certificate/Diploma of matura". Exactly that document that confirms the completion of high school and that enables every Albanian to enter a university in Albania.
Therefore, the criteria for the admission of students is to have the Matriculation Certificate to enter Coppin State University. Mr. Këllici does not have this. Could he enter the University in Albania with only 4 years of Harry Fultz school and without finishing high school, taking the matura exam and having the Leaving Certificate? The criterion in the USA is whether you have completed high school that enables you to enter a university in your country.
Definition for studies in Germany: https://www.study-in-germany.de/en/plan-your-studies/requirements/entrance-qualification/
Even Germany defines this requirement in the same way. "In principle, you should have school-leaving qualifications that enable you to study at university in your home country."
Definition for studies in Italy: https://studyinitaly.esteri.it/en/Recognition-of-qualification
Similarly, the Italian state defines "Leaving Certificate" as the official certificate of completion of school in the country of origin. That "qualification that enables entry into a similar academic program in the country of origin".
Yes, to verify it, we are giving you clear examples (that the position is the same everywhere) such as the Certificate of Maturity/Diploma of Matura is exactly "Certificata e Completion/Leaving Certificate" and equivalent in America for "High School Diploma" and as a consequence the condition for admission to the University the same as in the case of Coppin State University. This proves that the completion and possession of a high school diploma (or its equivalent in the applicant's country) is a condition for entering the University in the USA, unlike Mr. Kellici's claims.
University of California at Berkley (https://apply.berkeley.edu/docs/required-docs-by-country.pdf)
City University of New York (https://www.cuny.edu/admissions/undergraduate/apply/secondary/ )
San Francisco State University (https://future.sfsu.edu/secondary-school-credentials)
UA Little Rock (https://ualr.edu/admissions/international-high-school-credentials/ )
West Texas A&M University (https://www.wtamu.edu/webres/File/Student%20Support/International/HighSchoolRequirementsFreshmanISO.pdf )
University of South Florida (https://www.usf.edu/admissions/international/documents/country-flyers/albania.pdf)
The above clearly proves that Mr. Këllici does not have the criteria established by Coppin State University for "leaving certificate as they apply to the educational system in the student's home country" or in our case "certificate of completion, as applicable in the system education in Albania". As accepted by the Harry Fultz School and the Ministry of Education, he has not completed high school and has not received a High School Diploma or High School Diploma, which is the equivalent of a High School Diploma in the USA
Another interesting fact that raises deep doubts has to do with what documents Mr. Këllici applied for admission to Coppin State University. According to the admission regulation published by Faktoje.al, the deadline for applying to this university was April 15. The Harry Fulz School claims in its letter that it provided Mr. Këllici only with the School Report "at the end of the 12th grade". But when the 2005 school year ended at the end of May and the beginning of June in Albanian schools, with what documents did Mr. Këllici apply for admission to this university on April 15, 2005. Who issued these documents? And why aren't they cited in the Harry Fultz School paper?
Another criterion of the admission regulation published by Faktoje.al is the visa status for America. Can Mr. Kellici tell us with what visa he left for the United States of America? On an F1 student visa or a J1 temporary visa as part of Harry Fultz School summer programs?
Doubts deepen even further if we refer to the application form for Coppin State University (https://ëëë.coppin.edu/sites/default/files/pdf-library/2021-05/undergraduate_admission_applicat ion.pdf ). In this form it is required to declare "Name of the high school from which you graduated or from which you expect to graduate", "Date of completion of high school or expected date of completion" as well as "List of classes in the last year of high school" . Mr. Kellici answered these questions when he applied to the University, did they ask the same question as in the diploma unit form where he answered "Completion of High School"?
Our investigation continues even further. Coppin State University is part of the University System of Maryland (https://www.usmd.edu/), which Mr. Kellici himself mentioned. It is precisely this System that sets the minimum admission criteria that must be applied by the universities that are part of it.
According to the documents submitted by us, the Board of Regents has established the minimum criteria that the Universities must meet for the admission of students (Microsoft Word - III-4.00 - USM Policy on Undergraduate Admissions - Amendments for EPSL Presentation - AMENDED 6.17.22.docx (usmd. edu) ). As you can see, the completion and completion of a high school diploma is a criterion set by the Board of Regents for all universities. As we indicated above, in the case of Albania it is the Certificate of Matriculation/Diploma of Matriculation.
We sent a request for information to several universities in this system, including Coppin State University, from which we have yet to receive a response.
Below we present the answers received from three Universities of this system if a high school diploma is required for international students and where they clearly confirm the request for the completion of high school.
Salisbury University responds as follows confirming that "for admission to first years 'ultimately' a high school diploma or equivalent is required."
The University of Baltimore gives the same answer, where it confirms that "you must have the equivalent of a high school diploma to qualify for a university in the United States of America."
Even the University of Maryland, Global Campus answers us that the criterion is "Completion of high school from a school-outside America with credentials evaluated as the equivalent of a High School Diploma in the USA". He goes further and confirms the requirement we saw on Coppin State University's application form, noting "You must enter your high school graduation date on the application form for admission."
So Belind Këllici did not lie to the question of what is the criteria for admission to his University when he said "Completion of High School". The problem is that he has not finished high school and is no longer equipped with a Certificate of Completion/Maturity Certificate as required by his University and Albanian legislation to continue his university studies in Albania. Only the disclosure of Mr. Këllici's application documents and the documents issued by the Harry Fultz School, which must be provided by the Ministry of Education, will reveal what he has deposited in this University.
Mr. Kellici's statement that he entered the university in America after four years and the credits as proven above is not true even based on the criteria sent by Coppin State University, which has in its admission criteria for international students the equipment with the Certificate of Completion/ Leaving Certificate, which for Albania is the Maturation Certificate/Matriculation Diploma and the equivalent of the High School Diploma in the USA
Mr. Këllici is often proud that he has finished "shining in America". A few days ago he appeared in an interview with the diploma of this university in the frame with him.
How is Coppin State University ranked, where Mr. Kellici was among the first of his generation? Below is an article from the prestigious Washington Post (https://www.washingtonpost.com/local/education/coppin-state-university-moves-to-improve-its-loë-graduation-rate/2011/11/19 /gIQAc6DnzN_story.html) published a few years after the completion of Mr. Këllici's studies.
This article begins with "Few American universities would take the 15% graduation rate capture as a tipping point (pride). But for Coppin State University, 15% is up two points from a year ago – a first attempt to climb out of this graduation rate pit. Coppini, a historically black institution founded in 1900 and then called the Baltimore High School for Colored People, has the lowest graduation rate of any traditional public university in Maryland.” So out of 100 students who entered the first year, only 15 manage to graduate within 6 years, and not 4 years which is the duration.
The article goes on to say, “Coppin has the lowest graduation rate in the university system in part because it attracts the least prepared students. The top black students from Baltimore schools are drawn to the University of Maryland or the University of Maryland Baltimore County. Three-quarters of Coppin State University entrants need academic assistance.” So three out of four students of this university have academic problems.
But the scandals may not end here. If we return to the application file for the diploma unit, we will notice an interesting fact. This file that Shqiptarja.com has published (https://shqiptarja.com//uploads/ckeditor/64450bf14416fdokument_001.pdf) has an essential lack in it.
In this form, point C is requested, which is not part of the file brought by the Ministry of Education. In this mandatory part, Mr. Kellici should list his academic qualifications starting from high school. So saying when he started high school, when he finished it and what qualification he got at the end of it.
If it was part of the file, then the commission should not approve the diploma because it does not meet the legal requirements. If it was again, the Commission and/or Mr. Kellici must answer for the content of this CV and its assessment. We invite the Ministry of Education to clarify this case for us.
