The Minister of Justice, Ulsi Manja , reacted harshly today against the Shkodra Prosecution Office and in particular against the inaction of the prosecutor who refused to investigate illegal construction in the protected area of Theth.
According to him, this case constitutes a serious blow to the rule of law and undermines citizens' trust in justice.
Manja emphasized that the Albania of 2030 in the European Union cannot be built on tolerating illegality and institutional protection of inaction.
He called on the High Inspector of Justice and the High Prosecutorial Council to intervene immediately to guarantee the integrity of the justice system and to investigate this case to the end, as well as the inactions of the prosecutor, Elsa Gjeli .
Manja : It has to do with illegal construction, there have been other cases but they have not been so sensitive. Albania 2030 is not built by tolerating illegality. With technical justifications with legal artifices to avoid the duties that the constitution and the law determine. The justice that we promised is built not only with independent institutions.
We are not against the Shkodra prosecution and every prosecutor raising their voice when the independence of the prosecutor's function is violated.
But there are also obligations to delve deeper when there is an issue of public sensitivity to see if the law and the constitution have been implemented. The prosecution as an institution, in addition to exercising its functions, must be accountable to the citizens of Shkodra for the protection of the territory.
The 83 mandates that Albanians gave us are more than a vote of confidence. They are a burden to react quickly, clearly and decisively to anything that goes wrong and any deviation in our institutions. It does not take away our right to demand the same accountability from the justice system, European justice cannot be selective justice, it cannot be silent in the face of the undermining of nature.
I call on the KLP to act without delay, to investigate the case in accordance with the responsibilities assigned to them by law. More than one case of failure to initiate an investigation, the bodies have a responsibility to guarantee the integrity of justice. Cases like this undermine justice reform, public trust.
It is a violation of the rule of law. I do not know how the investigation will end, but I have faith in the new justice institutions, they will investigate to the end, which creates a dangerous precedent and paves the way for a state of lawlessness in the territory.
