On March 16 and July 27 of this year, the National Council of the Territory held two secret meetings. Contrary to the usual practice, the two meetings were not announced on the official website of the Territorial Development Agency, much less their agenda. And apparently, the reasons why they were kept secret are related to the decisions made in them.
According to preliminary documents, on July 27, the KKT made at least 71 decisions. A good part of them are permits for new towers in Tirana, even in the densest areas of the capital, including the former Block.
Construction permits for at least 4 new towers have been approved in the Block area. The first tower is a 12-story hotel called City Hotel. The developer for this permit is businessman Agim Zeqo and the tower will be built at the intersection of Brigada VIII and Vaso Pasha streets. According to the special regulation document, the tower with a height of 51.7 meters has a land utilization coefficient of 51.7 percent and a construction intensity of 7.38.
The second decision concerns the approval of permits for three new towers, in the same place, just a few meters below, next to Credins Bank. The towers, which will have 8, 9 and 10 floors respectively, will be built by the merger of the companies Texas Development and Daton shpk. The first is the company of Alban Efthimi, who is known as a close friend of Prime Minister Edi Rama.
In this permit, the urban planning consequences are even more serious. According to the document of the special regulation, the coefficient of land utilization will be 70.6 percent, while the intensity of construction will be 6.56.
In addition to the four new towers in the Block area, KKT has approved permits for 8 other towers in the capital. The towers located in the Municipality of Paris, Dritan Hoxha street and near Arturbina at the entrance to the lake will range from 12 to 17 floors.
Do ta kenë njerëzit e zakonshëm? Do ta kenë kriminelët? Kush do të ketë në pronësi tokën tuaj, të gjithë ato hotele dhe kush do të marrë përfitimet,” deklaroi ambasadorja.
This statement seems to have marked a breaking point in the relationship between the US ambassador and Prime Minister Edi Rama, which has been reflected not only through distant replies, but also with clearer gestures such as mutual departures from activities during each other's speech.
But despite internal protests about turning Tirana into a huge concrete dormitory and external accusations of money laundering, the government seems determined to fill Tirana with high-rise towers. Even giving permission to companies directly connected with people who have a criminal background in the field of drug trafficking./ MCN
