The co-chairs of the Special Parliamentary Committee on Electoral Reform, Damian Gjiknuri and Oerd Bylykbashi, have sent a letter to the director of the ODIHR and the Venice Commission requesting expert assistance.

Gjiknuri and Bylykbashi letter to Venice and ODIHR:

We express our heartfelt thanks and gratitude for the continuous contribution that OSCE/ODIHR has made to the democratic development of Albania and in particular to the strengthening of electoral standards.

The Assembly of Albania, by decision no. 74, dated 27.10.2025, has approved the establishment of the Special Parliamentary Committee on Electoral Reform. This Committee has the objective of drafting legal amendments for electoral reform, addressing the recommendations of the OSCE/ODIHR reports on the latest and previous elections, as well as the recommendations of responsible institutions, political parties and civil society organizations.

Referring to the agreement reached in the communications and meetings held with OSCE/ODIHR representatives, we are pleased to present to you, on behalf of the Special Parliamentary Committee on Electoral Reform, the official request for the availability of your expertise through ODIHR experts to assist the work of the Committee during the reform process.

"We can further agree on the modalities of cooperation with your experts through official communication channels.
Thanking you in advance for your readiness and cooperation, we convey our highest considerations," the letter states.
